人権としての教育の制度的表現である「教育の平等」論が内在する相剋を問うことを研究テーマとする。例えば、なぜ「全国的な教育の機会均等と教育水準の維持向上」の確保（肯定的契機）が、教育の国家統制（否定的契機）を進める論理（新教育基本法第 16条〈教育行政〉）を導きうるのか？こうした教育と政治をめぐる問いに、歴史的アプローチで取り組んでいる。

There have been many researchers who think highly of education administration and finance system in Post-war Okinawa as implementation of the democratic reform of education; it was conducted as part of the nationwide educational reforms in post-war Japan, and education tax was enforced by the publicly elected board of education in Okinawa. While it seems appropriate to regard the system as democratic institution-vise, but I think that there are different dimensions especially from the viewpoint of the inhabitants. For instance, when the authorities in Nago tried to collect education tax in 1958, more than half of the people who were liable to the taxation didn't pay. Why and how did it happened? Given that how people pay the tax reflects concern for the education, incident should be examined carefully. Then I tried to show an aspect of the education administration and finance system in Post-war Okinawa by viewing from Nago-inhabitants. Following are procedures. 1. Clarification of the aspect of education tax in Okinawa: The tax was imposed on the basis of democratic principle of local financial administration, However it didn't realize equal opportunities in education. 2. Clarification of the public sentiment ageinst the system in Nago:Seeing that the system didn't work well, The inhabitats in Nago acted against the taxation. Then I researched how they think of it and what they hoped for from the bottom of their hearts at the time through listening to the inhabitants of those days, documents, articles, and consideration. 3. Clarification of an aspect of the system by the consideration of two local incidents, I tried to analyze Town dividing problem (Buncho mondai, 1950), which had an influence on the payment of the education tax, Nago town convention for the promotion of education (1962), which is the movement on education aimed at improving academic ability of the children which had been very much lower comparing to the average of Japan. The movement also tried to encourage the inhabitants to pay the education tax.

As is generally well known, it is the Common School Crusade in the first half of 19th century that made an epoch in the history of American public education. Because Massachusetts passed a compulsory elementary school attendance law of the State in 1852, the first of its kind in its country. Horace Mann (1792-1859) lead the reform. He is known as the Father of public education who recognized everyone to be given human rights by the grace of God, 'and maintained the ideal that everyone should be given equal chance of education and educated equally for its sake. Well, people have thought vaguely that such the birth of the principle of the educational system succeeded by the principle of the modern public education owed its success to the reformer Mann's educational thought ,his ideal and his humane genius. And if a few students pointed out it's untrue,they couldn't prove their thoughts clearly enough. After consideration of it, I regard the birth of the principle of educational system succeeded by the principle of modern public education as the reality of idea 'common', which was main principle of the system pursued by him. I try to prove the historical characteristic based on evidence in this paper.

We have conducted this research to examine the contents and its formation process of the child’s human right recognition which would lead to the formation of the child’s attitude and action on human rights. Based on this research we have clarified the following points.1.The promotion of the government’s “digital education” would destruct child’s consciousness of connecting each other and disturb the formation of child’s sense of human rights. 2.The government’s human right policy and moral education policy lack the viewpoint of the “education of human rights”. Farther more they purposely limit human rights education to the mere respect of its spirit. 3.The child’s recognition of human rights is a part of the social recognition. It should be closely related to the human recognition and the life recognition.

In the light of the three themes of our study on human rights, we have observed the hollowing points. The first point is on the human rights education which has reached the international agreement by now. The study has found out the acquisition of education itself is the premise of human rights education. Education on the human rigths resides on that. The second point is on the practices of human rights education in Japan. The study found out raising awareness of human rights through spiritual and moral practices had been the main trend of human rights education. The third point is on the human rights recognition and the human rights awareness. The study has found out the recognition of human rights is a part of the social recognition. The human rights awareness should be treated through two aspects of social and human relationships.

The results of the 4-year study are as follows
1. The Iha Tsuneo educational materials have been arranged in collaboration with the Uruma City Ishikawa Museum, where the materials are currently being stored. In addition, a catalog listing and CD-ROM have also been created and published for the materials.
2. During the last year, we were able to hold an exhibition and symposium for the materials with the help of the Uruma City Ishikawa Museum and the Uruma City Board of Education. The two events both received a considerable amount of media coverage.
3. Researchers presented the results of their individual projects with regards to their deepened efforts to understand and show the actual conditions and issues facing education in post-war Okinawa with particular attention being given to the period of occupation. Furthermore, the research papers of each researcher as well as symposium records and survey details were able to be summarized and published as a research report.
4. The Iha Tsuneo educational materials list, searchable CD-ROM, and research report have all been sent to major libraries and research institutions in both Japan and overseas, and, in general, the results of the research have been successfully disseminated.
It can be thought that results so far have been going according to our original plan, and we are continuing to carry out our work based on the research foundations that we have created for promoting the practical study of education in post-war Okinawa.
