  • 人権としての教育の制度的表現である「教育の平等」論が内在する相剋を問うことを研究テーマとする。例えば、なぜ「全国的な教育の機会均等と教育水準の維持向上」の確保(肯定的契機)が、教育の国家統制(否定的契機)を進める論理(新教育基本法第 16条〈教育行政〉)を導きうるのか?こうした教育と政治をめぐる問いに、歴史的アプローチで取り組んでいる。

      We have conducted this research to examine the contents and its formation process of the child’s human right recognition which would lead to the formation of the child’s attitude and action on human rights. Based on this research we have clarified the following points.1.The promotion of the government’s “digital education” would destruct child’s consciousness of connecting each other and disturb the formation of child’s sense of human rights. 2.The government’s human right policy and moral education policy lack the viewpoint of the “education of human rights”. Farther more they purposely limit human rights education to the mere respect of its spirit. 3.The child’s recognition of human rights is a part of the social recognition. It should be closely related to the human recognition and the life recognition.

      In the light of the three themes of our study on human rights, we have observed the hollowing points. The first point is on the human rights education which has reached the international agreement by now. The study has found out the acquisition of education itself is the premise of human rights education. Education on the human rigths resides on that. The second point is on the practices of human rights education in Japan. The study found out raising awareness of human rights through spiritual and moral practices had been the main trend of human rights education. The third point is on the human rights recognition and the human rights awareness. The study has found out the recognition of human rights is a part of the social recognition. The human rights awareness should be treated through two aspects of social and human relationships.

      The results of the 4-year study are as follows
      1. The Iha Tsuneo educational materials have been arranged in collaboration with the Uruma City Ishikawa Museum, where the materials are currently being stored. In addition, a catalog listing and CD-ROM have also been created and published for the materials.
      2. During the last year, we were able to hold an exhibition and symposium for the materials with the help of the Uruma City Ishikawa Museum and the Uruma City Board of Education. The two events both received a considerable amount of media coverage.
      3. Researchers presented the results of their individual projects with regards to their deepened efforts to understand and show the actual conditions and issues facing education in post-war Okinawa with particular attention being given to the period of occupation. Furthermore, the research papers of each researcher as well as symposium records and survey details were able to be summarized and published as a research report.
      4. The Iha Tsuneo educational materials list, searchable CD-ROM, and research report have all been sent to major libraries and research institutions in both Japan and overseas, and, in general, the results of the research have been successfully disseminated.
      It can be thought that results so far have been going according to our original plan, and we are continuing to carry out our work based on the research foundations that we have created for promoting the practical study of education in post-war Okinawa.
