It is considering that generally the technology strategy of the MNE (Multinational Enterprise) is "Technology Development Strategy" such as marketing and R&D. But, originally that technology strategy is a general term of "Technology Development Strategy" and "Technology Control Strategy", and we specially tend to forget the latter's existence. Then, the flow of the technology strategy of the U.S. MNE can be explained as a circulation phenomenon of that two-technology strategy historically. For example, the technology strategy of the U.S. MNE was "Technology Control Strategy (Global Patent Strategy)" from the 1960's to 1970. In those days, the U.S. MNE had worldwide technological predominance, and it was the purpose of being important to appropriate fully the returns that could be earned from the development technology. The technology strategy of the U.S. MNE changed from "Technology Control Strategy" to "Technology Development Strategy (Global R&D Strategy)" from the 1970's to 1980. In those days, the technological predominance of the U.S. MNE collapsed because a new MNE in Japan and West Germany (those days) began to gain power. For that reason, the U.S. MNE had to develop a new technology in a new method. Then, "Technology Control Strategy" is restored from the 1980's to 1990. The U.S. MNE began to aim at appropriating new development technology again because it succeeded in development of software and information technology (IT). In this paper, the flow of the technological strategy of this U.S. MNE can be named "Technology Strategy Cycle". And, the U.S. MNE had this initiative of "Technology Strategy Cycle" all the time. For example, "Technology Strategy Cycle" of the U.S. MNE keeps being followed by a new MNE in Japan and Asia as it is. In the practical use side, it is said that "Technology Hegemony" of the U.S. MNE is going on at present, too.

企業を「技術的変換体」とした場合，現代企業のイノベーション課題とは，一般的には「生産関数の変化」そのものの問題として受け止められる機会が多い。しかしながら，それはイノベーションの「機能」にほかならず，その「目的」とは，むしろ変化した技術を使用することで効率的な生産を行い，結果として「利潤最大化」を実現することにあるといえる。そしてそのために必要な条件こそが，「最大生産量の実現」である。しかし，そうした一連の企業活動の阻害要因となるのが，企業の「内部管理構造の問題」である。変化させた技術から得られるべき利潤の最大化に向けて，企業組織そのものの中の非効率性の存在にこそ，現代企業のイノベーション課題の本質が隠されている。問題の所在を明確にすることで，課題解決に向けた糸口を探る作業こそが，今まさに求められている。

Our main research objective is to provide "International Business Eco-Systems between Japan based companies and local institutions, based on international social business models. In this processes, we have constructed theoretical bases of sustainable local business eco-systems of BOP people, through field researches of local SMEs in the Philippines and Bangladesh by assistance of NGOs(CARD and Grameen). As a part of the result, a book titled "Unique Characteristics of Emerging Markets and the New BOP strategies" was published from Bunshindo, Tokyo in 2016. Furthermore, we were invited as a guest speaker at the IFEAMA conference held in Katmandu, Nepal in 2017, and presented under the topic of BOP Business Strategies to Tackle Poverty in Emerging Countries.

The BOP strategies of Multinational Enterprises (MNEs) are not directly linked to one of the biggest social issues facing newly emerging countries, reducing poverty.Conventional competitive strategies are ineffective in solving BOP social issues in such countries. The research result shows that micro-finance by local NGOs can create a foundation for employment in local communities, discouraging rural inhabitants from migrating to the informal sector in urban areas, and helping create a foundation for local autonomous and sustainable business ecosystems. The result also looks at a Japanese venture company mediating between the social issues of local NGOs, and the knowledge owned by foreign companies.

今年度の研究により、これまでの米国多国籍企業のインターネットを利用した特許ポートフォリオ戦略の研究に加えて、新たに日本多国籍企業の同戦略との比較分析の研究を行うことができた。
また、これまでの米国多国籍企業の研究では、主に文献資料や理論面での考察が主だったものであったが、今年度は日本多国籍企業62社に対してアンケート調査を行い、そうした実証研究分析の成果を加えることが可能となった。
とくに、アンケート調査の成果は、これまでの理論研究との比較分析の観点から、『小樽商科大学・商学討究』の第53巻第4号に、「日本多国籍企業の技術戦略進化とその問題点(上)-アンケート調査による日米比較分析を基に」としてまとめている。
今年度の研究成果としては、アンケート調査に関する論文の後半部分について記していないが、同じく『小樽商科大学・商学討究』の第54巻第1号に、「日本多国籍企業の技術戦略進化とその問題点(下)-アンケート調査による日米比較分析を基に」を掲載予定である。
そして、今回の若手研究(B)での研究補助で蓄積した論文等をまとめ、2003年度中にその総合的な内容を博士論文として提出する予定である。博士論文の内容は、第1部として文献研究、第2部として理論研究、第3部として実証研究を予定し、その各部分に今回の科研費補助によって執筆した論文(レフリー論文1本、学会論文集論文1本、大学紀要3本[今回、研究成果に記していないものも含む])を組み込む予定である。
