      Purpose

      Advancements in technology have led to many changes in the field of Library and Information Science (LIS). As global communications and technology continue to become more available and sophisticated, LIS programs need to prepare students for employment in rapidly changing and globalized LIS professions.

      Design/methodology/approach

      Data from a total of 63 programs from the American Library Association (ALA) and 32 programs from the Chartered Institute of Library and Information Professionals (CILIP) was collected through openly accessible websites of these programs. Areas explored include program name, name and level of the academic unit offering the program, credit hours, required courses, percentage of required courses and capstone measurements used within the different LIS programs.

      Findings

      A majority of programs still preserve the keyword “Library” in their name, but not the academic units offering them. Most programs in ALA and CILIP follow a semester-based program. Research methods, internships, practical experience, combined with traditional library core and information technology requirements were found to constitute the major subjects in general. Comprehensive exams were replaced by e-portfolios among ALA programs while a dissertation remains the preferred choice of capstone requirement for CILIP.

      Originality/value

      Scant studies compare accredited LIS programs worldwide, motivating the study of the similarities, differences and trends of LIS programs under the current globalized technology-driven knowledge economy. This paper seeks to fill the literature gap and promote a global discussion and understanding of LIS curricula in different regions of the world, guiding potential students to select their suitable LIS programs.

      In this study, the author examines how Michio Namekawa's philosophy on "reading guidance (DOKUSHO SHIDO)" developed, leading to a clearer understanding of the progression and change of its definition from pre- to post-WWII periods. Namekawa is recognized as one of the key persons to cultivate the practice and philosophy of "reading guidance" in post-war Japan. To conduct the research, the author produces a chronology of Namekawa's writings until 1950. The research then shows both continuity and discontinuity of the time between pre- and post-WWII. The outset of Namekawa's philosophical development, which blossoms in the post-war period, can be determined in the book which he co-authored, JIDO BUNKA RON, published in 1941. While the children's cultural improvement movement was transpiring in the late 1930s, his interest concerning reading guidance deepened. Under the occupation after the war, the CIE Education Division led Namekawa to shape his philosophy and curriculum more concretely. Around 1949, he found important components of the concept of "integrating reading guidance into a student's personal life-Guidance" which Namekawa maintained throughout the post-war period.

      One of the major achievement during the American occupation period, in terms of its effect on Japanese school librarianship, was the publication of the GAKKO TOSHOKAN NO TEBIKI (literally meaning "school library handbook"), which was edited in 1947 and 1948 by American and Japanese education officials and librarians. This study examines the contents and descriptions of the GAKKO TOSHOKAN NO TEBIKI in comparison with eight American books which several Japanese editorial committee members have stated they had seen to determine the extent to which American in fluences have shaped tha GAKKO TOSHOKAN NO TEBIKI. The influence of the American books may be distinctly recognized in Chapter 2, Section 1, of the SETCHI NO KIJUN (literally meaning "standards for establishment"), and Chapter 4, Section 2, of the TOSYO OYOBI TOSHOKAN RIYOUHOU NO SHIDO (literally meaning "the instruction on use of books and libraries"). However, the content found in some other chapters and sections are based on decisions of Japanese authors, as seen, for example, in Chapter 3 of the GAKKO TOSHOKAN NO SETSUBI (literally meaning "the facilities of school libraries"); Chapter 4, Section 1 of the TOSYO IIN NO KOUSEI TO KATSUDO (literally meaning "the organization of the library committee and its activities"); Section 3 of the DOKUSHO SHIDO NO JISSHI (literally meaning "providing reading guidance"); Section 5 of the GAKKYU BUNKO NO SHIDO, (literally meaning "the instruction of classroom libraries"); Section 6 of the, DOKUSHOKAI/KAPPYOKAI NO KAISAI TO DOKUSHO KURABU NOSHOREI (literally meaning "holding reading clubs/presentation meetings and promoting reading clubs"); and Section 9 of the TOSHO NO ZOKA TO TOSHOHI NO MONDAI (literally meaning "increasing the number of books and the problem of book budgets"). Thus, the GAKKO TOSHOKAN NO TEBIKI reflects in no small part the specialized experience and knowledge of its Japanese authors, as well as guidance received from the American librarians and information obtained from contemporaneous American books on school librarianship.

      This study examines the collaboration between Japanese and American officials and leaders in editing the "School Library Handbook" which was published in December 1948 in Japan under the U.S. occupation. This historical study is based on analysis of unexplored primary documents in both nations. To edit the handbook, a committee, "Gakko Toshokan(shitsu) Unei no Tebiki" Henshu-Iinkai, was organized in the Monbusho. Seven Japanese belonging to the committee wrote the book's chapters, which were advised and approved by several American librarians and officers. The study examines several drafts of the Handbook's table of contents in chronological order. A 17 April 1947 draft was already similar to the published table of contents. The draft introduced the terms Tosho Iin, literally meaning students' library committee and dokusho shido, literally meaning reading instruction. These activities became common in postwar Japanese school libraries. The study also proved that the American books handed by the American advisors were referred in making the table of contents.

      In this study, the school library reform in the early years of the American occupation of Japan, from the end of WWII to May 1947, was examined through historical papers found in both the US and Japan and through interviews with pioneers working in school libraries at the time. According to the papers, which discussed educational reform, formation of the new subject curriculum, the formulation of the Enforcement Regulations of the School Education Law, and the invitation of the school library consultant, both the Japanese and the Americans in the head offices recognized the need for school libraries in the fall of 1946. According to the accounts of the interviewees, teachers and students began to seek facilities for reading support before the spring of 1947. Then, the arrival of Graham in the spring of 1947 as the school library consultant made the movement of the school library reform the collaboration of both the concerned Japanese and Americans. Graham worked to educate and enlighten Japanese educators and librarians about the school library, for example, through their editing of the School Library Handbook, and took a leadership for beginning the reform.

      Based on a survey, the authors discuss the task distribution between teacher librarians (Shisyo-kyoyu) and non-teacher school librarians (Gakko-shisyo) under the new circumstance of their juxtaposition in school libraries, after the amendment of supplementary provision II of the School Library Law, which will be completed in 2003. A questionnaire was distributed to everyone working in school libraries in Ichikawa, Chiba, and the answers were compared between teachers and non-teachers. Regarding the functions of school libraries, understanding did not differ much between the two categories. However, the answers regarding the task distribution differed somewhat between the two categories. They have different opinions on task distribution of a few instructional roles, that is, reading education and information literacy instruction, and teachers are likely to think that non-teachers have less responsibility than the non-teachers think themselves to have. On the other hand, the differences found between the five categories based on the license and certifications hold by participants were less significant than those found between the two categories of the current positions. Thus, they mostly change their understanding on school libraries after they get their positions. Detailed guidelines need to be set after further discussion for better task distribution and collaboration between the two professions in school libraries in Japan, in which the greater enthusiasm of non-teachers observed in this survey should be considered. Consensus on task distribution is supposed to be reached at the orientation and on-the-job training of the personnel.

      The Internet may be a tool that greatly expands the possibility for reference service in school libraries. However, to use the Internet, it is essential to understand the system of information retrieval and also to learn this new way of thinking about information retrieval. In addition, since the quality of information on the Internet is not necessarily guaranteed, careful evaluation of information is essential. School libraries today are using information on the Internet not only for reference service, so it is also very important to educate students about information retrieval in the process of providing information literacy instruction.       This study reviews the definitions and instructional methods of "information literacy" in the U. S., through the official papers of the library organizations that started the movement. As early as the 1970's, toward the age of sudden increase of information, the importance of instruction on information literacy became apparent in the field of libraries. In 1989, the Final Report of the ALA Presidential Committee on Information Literacy defined "information literacy" and the definition has been widely referred to. Around that time, people started to develop methods for information literacy instruction and the "process approach" based on the process of information retrieval became popular. In 1998, the AASL and the AECT published the new school library standard "Information Power : Building Partnerships for Learning", which defined information literacy instruction as the center of the school library media program.

      12 policy statements, in which 4 are during the former, 3 during the middle, 5 during the later Occupation Period (1945-1952) in Japan, are analyzed to investigate the course of library policies at the Education Division of the Civil Information and Education Section (CIE). General Headquarters, Supreme Commander of the Allied Powers (GHQ/SCAP). In result we indicate that the national plan with public libraries made by P. O. Keeney was not taken over by his successors after his dismissal in April 1947,and that important library policies were begun by those except the libraries officers. And we consider that there was a concept of library developments among those of the CIE but there was no single continuing policy with the library.

      To propose ways to advance the training of school librarianship in Japan, we conducted a series of research through international collaboration. We hold three international events: 1)International School Librarians’ Forum of East Asia 2018; 2)Road to the Future: School and Children's Librarianship (2019); 3) Road to the Future: Discussion for Developing the International Children’s Literature Course (2022). We translated three ALA/AASL official documents, which are "Core Values of Librarianship," "Standards for Libraries in Higher Education," and "AASL Standards Framework for Learners" to see the core of school librarianship mission and functions. The history and the present status of training of school library specialists in Japan is also examined. In 2021, courses of "International Children's Literature" are offered as trials in San Jose State University and Rikkyo University and the experience is examined collaboratively afterward to further collaboration in the future.

      This LIPER3 project over five years after the past two phases of LIPER research project has been carried out as the following three types of research, in order to give a change to the structural condition of Japanese library and information science(LIS) education system.
      <br>
      First, in order to review and share the educational content of LIS, we wrote the new LIS standard textbook series and published them by an academic press. Second, the LIS examination has been carried out once a year, in order that each educational institution can evaluate its own educational content and educational outcomes through the self-evaluation process. Third, in order to grasp the situation of foreign LIS education and to exchange them each other we published a translation of the American LIS standard textbook, made the research communication at international conferences, and visited and carried out interviews at the educational institutions in Europe and the United States.

      In this study, it is examined what perceptions teachers and students in the Kingdom of Morocco and the Republic of Indonesia have on the use of multiple resources and the improvement of school libraries. In the Kingdom of Morocco, interviews were conducted with educational administrators and/or elementary school teachers, in an Eastern city Oujda and in a Southern city Errachidia. A female teacher under training and a female high school student of two Islamic boarding schools in Java, the Republic of Indonesia had cooperated to conduct an action research for about one year. Gathering data in the researches, the researcher develops a model of development assistance for school libraries in developing countries.

      In this study, the researcher tries to illustrate the establishment of the modern school library in the United States of America, especially the process of the theoretical development and the improvement of school library practices from the end of the 19th century to the beginning of the 20th century, by examining books and articles in the major journals/magazines in the education and library field. However, since there was a critical lack of documents and descriptions, it probably implies that it is impossible to seek the point of the theoretical establishment of the school library in the period between the end of the 19th century and early 20th century, which is the very early period of the school library history. Rather, in the early period, the movement of the establishment of the librarian profession along with the spread of the placement of school librarians, and the practices of the school library administration might take lead before the statements and theories arrive in the literature.

      2007年度は,前年度に収集・整理した滑川道夫の戦前から戦後初期(1950年代頃まで)の資料をもとに,学会発表(第17回教育文化学会)と論文の執筆・学会誌への投稿をした。研究結果の概要は次のとおりである。城戸幡太郎についての資料の収集も継続して行い,戦後初期に氏が「図書教育」を唱えたことを複数の資料に改めて確認したが,その数は少なく,論文として整理するには至らなかった。これについては,継続して関連資料をあたっていくこととした。
      ・滑川の読書指導論の形成について検討すべく,著述を整理・検討した本研究では,氏の読書指導の理論形成の作業の戦前と戦後の連続と断絶の両面が明らかになった。戦中期の1930年代後半期に,児童文化運動の広まりとともに,滑川は読書指導への関心を深め,かつて桑原隆が指摘していたとおり,1941(昭和16)年に出版された『児童文化論』中に,戦後の氏の読書指導論の本格形成につながる端緒が認められた。そして,占領下にあって,1947(昭和22)年春のCIE教育課側の指示を契機に滑川の読書指導論は具体化され,指導のための要項が作成されるなどした。そして,1949(昭和24)年になるころまでには,戦後の滑川の読書指導論の重要な構成要素が見出されていた。
      ・滑川の読書指導論は戦前から継続して形成・発展させられてきたが,一方で読書指導の要項作成は,占領軍側からの指示に端を発した戦後教育改革の進展の中で取り組まれていた。そうして作成された要項が,作成者の意図は別にして,戦後日本において,読書指導の形式化や人びとのそれに対する表層的な理解を呼んだ可能性がある。これは,綴方教育の自由選題論争,言語技術教育の是非の論争にもつながる論点であり,今後さらなる検討が必要である。
