      Conflicting historical perspectives on Japanese colonial and military actions in the first half of the twentieth century remain unresolved between Japan and its neighboring countries. Disputes over how Japan articulates its past deeds have erupted at multiple points over the past several decades. Little discussed, however, is the fact that contesting or negotiating war memories often involves translation in bilateral and international settings. Translation is indeed an integral part of international politics that can contribute to enhancing and legitimizing a given party’s position. Translation is also important for a state to communicate discussion in the international arena to its domestic audience. Drawing on the functionalist approach and the notion of translation as rewriting developed within Translation Studies, this article illustrates how translation can be used to circumvent complications of memory politics through four examples in which the Japanese government used translation strategically in addressing contested war memories.

      This paper explores the benefits of incorporating "translation and interpreting (TI) literacy" coursework in general education curricula for undergraduate students. We define TI literacy as a foundational knowledge of the practice of translation and interpreting. TI literacy education aims to orient potential candidates for subsequent professional training in translation and interpreting and to foster effective users of translation and interpreting services and tools. This paper reviews previous literature on undergraduate education related to translation and interpreting, introduces the definition of and rationale for TI literacy, reports on the pilot courses in TI literacy we carried out at Rikkyo University in 2013 and 2014, and presents a preliminary proposal for the basic approach, essential elements, and delivery methods of TI literacy education.

      This paper describes how the United States, the United Kingdom, Australia, and Canada recruited and trained Japanese linguists for military intelligence and what roles these linguists played during World War II. In contrast to the United States, which started recruiting Nisei even before the war started, Canada was reluctant to enlist its Nisei until 1945 when it gave in to persistent requests for their enlistment from the Australian and British armies. The British also tried to train carefully selected students for specific military purposes. Comparative examination of these programs brings to the fore the importance of paying attention to language issues in intelligence studies.

      This article explores the value of incorporating introductory courses aimed at enhancing `Translation and Interpreting (TI) Literacy' into TI Education at the undergraduate level. We propose that offering courses that provide a basic literacy in TI to a wide range of undergraduate students can be a valuable means of both identifying potential students who will go on to pursue professional education in TI as well as fostering individuals who will go on to become effective users of TI services in a wide range of fields and supporters of TI professionals. Student feedback from an undergraduate course designed for the abovementioned purposes seems to point to the value of covering a wide range of concepts and issues in TI practices through a combination of lectures, workshops, exercises and other interactive/participatory measures that allow students to realize the relevance of TI to their own studies, daily lives, and future careers.

      This paper describes the crucial and complex role of Nisei (second-generation Japanese American) linguists (translators and interpreters) during the Pacific War and subsequent occupation of Japan. Most of these Nisei linguists were recruited by the US Army from among the nearly 120,000 Japanese and Japanese Americans forcibly relocated to internment camps after Japan’s attack on Pearl Harbor in December 1941. More than 6,000 Nisei linguists were sent to the Pacific theater to translate captured documents, break codes, and interrogate Japanese prisoners of war, while their families and friends were still detained in the camps. In postwar occupied Japan, Nisei linguists functioned as a bridge between the occupation forces and the Japanese authorities and civilians in addition to working as translators, interpreters and monitors in trials against Japanese war criminals. During the war, Nisei linguists constantly had to confront the language and people of their own heritage in hostile settings, while also fighting against the suspicion of disloyalty within the US Army. Further, they feared being caught, tortured and killed as traitors by Japanese soldiers. Drawing on Cronin’s notion (2002, 2006) of heteronomous and autonomous interpreters, this paper examines the complexity of Nisei linguists’ position as “in-between”. It also discusses issues of trust, control, and identity concerning military interpreters who use their language skills against people of their own cultural heritage.

      This paper discusses ways in which multilingualism is represented in an award-winning Chinese film, Guizi lai le, and its subtitling. Known as Devils on the Doorstep in English, the movie approaches its multilingual setting realistically: Chinese villagers speak in Chinese, Japanese soldiers in Japanese, and interpreters mediate their communication. In examining the Chinese, Japanese and English subtitles of the film, the study focuses on the different strategies used by the translators to represent multilingualism and to subtitle offensive language. The behavior and fate of the Chinese interpreter in the film is also explored, with special attention to the power interpreters possess for controlling and manipulating information and the notion of the interpreter as traitor and war criminal in the context of conflict. Findings of this research invite further investigation into how the audience views multilingualism in cinema and how the identity and loyalty of interpreters is depicted in war-themed movies. Collaborative work by researchers from different language and cultural backgrounds should also be encouraged.

      This paper attempts to shed light on issues of trust, control, ethics and identity concerning military interpreters who use their language skills against the country or people of their own cultural heritage. It examines linguists (translators and interpreters) who worked in military intelligence and operations during the Pacific War and the occupation of Japan, and military linguists involved in the current context of the "global war on terror". Drawing on Cronin's notion (2002, 2006) of heteronomous and autonomous interpreting systems, this paper discusses different sourcing avenues of military linguists during and after the Pacific War: Caucasian linguists trained at US military Japanese schools as autonomous, Japanese nationals locally hired for the occupation as heteronomous, and Nisei (second-generation Japanese American) linguists as in-between. Parallels and comparisons arc drawn between the ambiguous standing of those Nisei linguists and the situations of foreign-born US military interpreters and locally hired civilian interpreters in Iraq and Afghanistan. The complex and difficult challenges faced by military interpreters who utilize skills deeply rooted in their heritage against their own people or people of their cultural heritage should be visited in future discussion of government policies for recruiting, training and utilizing heritage language linguists in military settings.

      The trustworthiness of translators and interpreters has long been an issue in the profession. In some cases, a set of procedures are established to ensure the trust of clients and end-users. In the International Military Tribunal for the Far East (1946-1948), such procedures took on remarkable form. During the trial, three ethnically and socially different groups of language personnel engaged in three different functions within the overall interpreting process: Japanese nationals as interpreters, Japanese Americans as monitors, and U.S. military officers as language arbiters who ruled on the disputed interpretations. Sociopolitical aspects such as trust, power and control are evident in this hierarchical structure. In such political settings, and in others seen today, the trustworthiness of the interpreter may override the quality of interpreting.

      This paper gives an overview of the interpreting arrangements at the Tokyo War Crimes Tribunal (1946-1948), focusing on some sociopolitical aspects of the interpreting phenomena, and discusses the behavior of the interpreters and monitors during the testimony of Hideki Tojo, Japan's wartime Prime Minister. It provides a contextualized examination of court interpreting rather than a microlinguistic analysis of interpreted texts. The study demonstrates how political and social aspects of the trial and wartime world affairs affected the interpreting arrangements, especially the hierarchical set-up in which three ethnically and socially different groups of "linguists" (language specialists) performed three different functions in the interpreting process. An examination of the linguists' behavior during Tojo's testimony points to a link between their relative positions in the power constellation of the trial and their choices, strategies and behavior in interpreting and monitoring. These findings reinforce the view that interpreting is a social practice conditioned by the social, political and cultural contexts of the setting in which interpreters operate.

      This article examines two photos that presumably feature local interpreters serving foreign military occupiers during the Second Sino-Japanese War and the US occupation in postwar Japan, focusing on implications of their visibility. Different captions indicate that they can be identified as those who cooperate, collaborate or betray. Being visible can be disempowering for those interpreters. In close contact with locals as mediators of communication, interpreters are more recognizable by locals as traitors since they speak the language of oppression on behalf of the occupier. Also, the occupiers may make local interpreters visible through photography as model citizens of the occupied land to demonstrate successful cases of local ‘cooperation’. Here, interpreters’ desire to stay invisible is disregarded as they may face personal dilemmas and social stigma as collaborators for the occupier.

      We have developed and released Minna no Hon'yaku for Translator Training (MNH-TT), which record actions taken by trainee translators and show them with visual interface so that trainee translators can reflectively examine their actions taken during their translation process. The system is provided with Japanese, English, Chinese, Korean, German and French interface. Use manual is provided in English and Japanese.
      In the process of developing - and using - MNH-TT, we described and modelled actions taken by trainee translators and translation teachers from several points of view, i.e. roles in the project, tasks, revisions and reference lookups. We postulated the decision procedure for revisions and validated the effectiveness of the procedure.
