      Since the explosion of the Fukushima Daiichi Nuclear Power Plant in March 2011, public anxiety surrounding the radioactive contamination of food and the environment has become widespread. This article examines how vegetable prices in the Tokyo Metropolitan Central Wholesale Market were affected in the wake of the nuclear accident. This study exploits the quasi-experimental condition generated by this accident to test market price changes using monthly panel data on the price of six types of fresh vegetables from each of the 47 prefectures in Japan. Our estimation results show that the prices of vegetables grown in Fukushima Prefecture decreased by 10-36% after the disaster compared with the counter-factual estimates in the absence of a perceived radiation risk. This effect has persisted even after radioactive detection tests showed negative results in subsequent years. The consumer behavior of avoiding vegetables from Fukushima and instead buying vegetables grown in other areas may explain the price gap. (C) 2016 Elsevier B.V. All rights reserved.

      A number of developing countries have come to face the growing problems of municipal solid waste management caused by rapid economic growth. Although there are many studies on the environmental Kuznets curve, very few address the issue of municipal solid waste, and there is still controversy concerning the validity of the waste version of the Kuznets curve hypothesis. It is demonstrated that the turning point for household municipal solid waste is approximately 3.7 million yen per person, which is far less than the maximum income in the sample and valid evidence for absolute decoupling. The success of our study partially stems from our highly disaggregated data and use of spatial econometrics. The former aspect indicates that distinguishing between household and business waste reveals the waste-income relationship, whereas the latter indicates the importance of peer effects when municipal governments formulate waste-reduction policies.

      We examine the substitutability of waste and scrap exported from different countries by estimating the export demand functions of China. In particular, we focus on the export of other ferrous waste and scrap (HS code 720449) and other waste, parings and scrap of plastics (HS code 391590). It is shown that the substitutability of these wastes and scraps is weak among the exporting countries. Our empirical results imply that a uniform ban on trading hazardous waste, represented by the Basel Ban, could be an inefficient environmental policy. © 2013 Cambridge University Press.

      This paper measures the productive efficiency of municipal solid waste (MSW) logistics by applying data envelopment analysis (DEA) to cross-sectional data of prefectures in Japan. Either through public operations or by outsourcing to private waste collection operators, prefectural governments possess the fundamental authority over waste processing operations in Japan. Therefore, we estimate a multi-input multi-output production efficiency at the prefectural level via DEA, employing several different model settings. Our data classify the MSW into household solid waste (HSW) and business solid waste (BSW) collected by both private and public operators as separate outputs, while the numbers of trucks and workers used by private and public operators are used as inputs. The results consistently show that geographical characteristics, such as the number of inhabited remote islands, are relatively more dominant factors for determining inefficiency. While the implication that a minimum efficient scale is not achieved in these small islands is in line with the literature suggesting that waste logistics has increasing returns at the municipal level, our results indicate that waste collection efficiency in Japan is well described by CRS technology at the prefectural level. The results also show that prefectures with higher private-sector participation, measured in terms of HSW collection, are more efficient, whereas a higher private-labor ratio negatively affects efficiency. We also provide evidence that prefectures with inefficient MSW logistics have a higher tendency of suffering from the illegal dumping of industrial waste. © 2013 International Association of Traffic and Safety Sciences.

      This paper solves the problem of a principal firm's choice of contracting agents under extended liability, where agents have the possibility of causing an accident and also are at risk of becoming insolvent. The analysis shows that the negligence rule for contracting agents enhances the price competitiveness of the agent who takes proper precautions and thus that the liability rule consisting of the negligence rule on contracting agents that extends liability to the principal firm is superior to other types of liability rules.       The illegal dumping of waste has been a serious environmental concern of most countries in the world. This paper examines the relationship between the provision of waste treatment facilities and the frequency of illegal dumping. Our results show that a shortage of intermediate waste treatment facilities has played an important role in increasing the frequency of illegal dumping. (C) 2010 Elsevier B.V. All rights reserved.
