In light of the recent disaster, a major theme for corporations is now how to go about disaster preparedness and business continuity undertakings. This survey examines the effectiveness of existing disaster preparedness and business continuity efforts, while also paying consideration to issues that must be overcome or improved in the future. This paper will present a path (requirements) for improving business continuity capacity, and endeavors to link that path to future assistance for recovery and business continuity for corporations by having the path utilized in developing various tools that ameliorate disaster preparedness and business continuity capacity.

This survey, based on a survey conducted by the Development Bank of Japan (DBJ), examines the effectiveness of existing disaster preparedness and business continuity efforts. In this paper, we want to point out the following points to present approaches for improving business continuity capability. First, it is necessary for businesses to share business continuity planning (BCP) information in-house, to expand this function in the future, and to create a mechanism for sharing information within the supply chain and industry groups. Second, the key is in improving business continuity capability for the three elements of: formulating BCP (soft countermeasures), improving response by sharing strategy and strengthening against earthquakes, and implementing hard countermeasures by developing a backup system. Third, it is important to incorporate elements of BCP into core business undertakings in order to ensure that business continuity efforts go beyond temporary measures alone (sustainable BCP).

初年度は、全体のフレームワークと近時、大きな問題となっている新型コロナウイルスについての分析を行った。今年度の分析で得られた結果は以下の通りである。
企業を取り巻くリスクは多様化しているが、中でも自然災害、新型コロナウイスルなど企業活動に大きな影響を及ぼすカタストロフィーリスクについても考慮しなければならない。長期的なリスクの観点からはSDGsが注目され、環境問題をはじめ、福祉、人権など幅広い社会的なニーズに対して対応することが求められている。さらに、自然災害、パンデミックなど瞬時に事業の継続を危うくするリスクに対してはBCPによる対応策を検討していく必要がある。
新型コロナウイルスの感染拡大はビジネス、生活様式に変化に大きな影響を与え、人々の価値観をも大きく変えることとなった。それと平行して企業の存在価値を問うきっかけとなっている。SDGsの中でとらえられている様々な社会的な価値とのつながりを確認する必要があり、その裏側にある企業の本質的な価値、競争力が問われている。その流れの中でBCPついても整理していくことが求められる。さらに、SDGsとBCPとの間には相関があり、企業のガンバンス体制を構築する中で、その点を認識して進めていく必要がある。企業は新型コロナウイルスの感染拡大に対して、既存のBCPについて一定の効果は認めているものの、内容について見直しを検討している企業も多いことが解った。今後、自然災害とは異なるタイプの事象を加えることでBCPのレベルアップを図ることが必要だと考えられる。

This study empirically explored ways to improve the responsiveness of Japanese companies to a wide range of ESG-related risks, including environmental issues and natural disasters, by incorporating Bloomberg ESG data and other data on risk information, and made recommendations aimed at improving the competitiveness of Japanese companies. The results of the analysis showed that there are differences in the level of disclosure depending on the lifecycle of a company, that ESG information influences both management and analysts, and that the information asymmetry between management and analysts is decreasing.
