      Research Summary: The purpose of this study is to develop a behavioral framework for management decision-making under bounded rationality to analyze foreign direct investments and political risks in host countries. This study shows that managers construct reference points on political risks and assess actual political risks in host countries relative to these reference points. This study considers that the political risk reference point is a mental map made up of (a) perceived political risks in host countries where multinational corporations (MNCs) operate and (b) home country political risks. We find that MNCs interpret political risks in host countries as opportunities (threats) if the political risks are below (above) their reference points. Our study provides a significant contribution to the literature on microfoundations of location strategy. Managerial Summary: Prior empirical studies have found both positive and negative effects of political risks on MNCs' investments. This study develops a behavioral framework for MNCs' boundedly rational decision-making in political risk assessment. Characterizing political risks in host countries by the concept of a political risk reference point resolves the contradictory findings in the literature. Using data from the global mining industry, we find that MNCs interpret political risks in host countries as opportunities (threats) if the political risks are below (above) their PRRPs. We also show that the other competing companies' reference points do not have significant effects on MNCs' investment decisions. These findings offer managerial implications because they help managers predict competitors' actions.

      Previous studies have suggested that (1) a type of organizational capabilities-namely, political capabilities-are required for multinational corporations (MNCs) to grow in global markets, (2) political capabilities are important for building productive relations with governments in politically risky host countries, and (3) MNCs can develop political capabilities by accumulating foreign experiences. However, empirical studies have found both positive and negative effects of such experiences on global market expansions. This study attributes such mixed findings to our lack of understanding about MNCs' procurement processes of political capabilities and proposes types of experiences critical for such procurements by focusing on their reactions to political changes in host countries. Using data on the global mining industry and political changes in host countries, we find that MNCs develop political capabilities and thus make entries into politically risky host countries when they accumulate the experience of partially divesting some of their assets after political changes in host countries. We also find that MNCs are less likely to enter such countries if they have more experiences of exiting from host countries following political change.

      2021年度は前年度に引き続き海外子会社の撤退要因について、従来から先行研究で議論されている撤退(撤退によって発生する経営資源はリストラクチャリングではなく他の用途に用いられる)と子会社ネットワークのリストラクチャリングを目的とした戦略的撤退(撤退によって発生する経営資源はリストラクチャリングとして他子会社に統合される)という2つのタイプに着目し研究を実施した。
      2つのタイプの撤退のメカニズムが異なることを明示することが本研究の目的であり、その点は前年度との変更点はないものの、2021年度はより広範かつ複眼的にアプローチすることを意図した。具体的には、2つのタイプの撤退を説明する要因として、経営資源の観点からの親会社の技術的知識と現地国における唯一の子会社であるか否か、企業内ガバナンスの観点からの国際ジョイントベンチャーか否かと本国からの駐在員の数、外部環境としての現地国の制度的環境と子会社地域特性の6点に焦点を当てて分析を実施した。先行研究におけるこれらの要因の議論では撤退のタイプが考慮されていないが、本研究では2つのタイプの撤退に与えるこれら6つの要因の影響が統計的に有意に異なることが明らかになった。
      本研究の貢献は戦略的撤退の促進要因を従来から議論されている撤退との対比で示したことにあり、より包括的なアプローチを用いた点が新たな研究成果となる。これまでの先行研究ではデータの問題で子会社ネットワーク内のリストラクチャリングを目的とした戦略的撤退を分析することができなかったと考えられるが、本研究で用いているデータ上、先行研究で議論されている撤退と戦略的撤退の数はほぼ同等であり、リストラクチャリングを目的とした戦略的撤退に与える影響を明らかにした本研究は、今日的かつ実践的な示唆につながるものと考えられる。

      The purpose of this study has been to theorize and analyze the nature of organizations with the dialectical approach, which considers the role of two competing logics, values, orientations, and ideas in organizations. The approach suggests several relational patterns of two orientations such as oscillation, co-existence, co-evolution, and dominance. With this dialectical lens, this study is trying to advance our understanding about how organizations and individuals in organizations make adaptation to dynamically changing environments. One of the papers in this project studied effects of incentive redesign on the emergence of innovators’ networks with short-term orientations.
