専門は文化政策、芸術・文化支援、アートマネジメント。文化とはよりよく生きようとする人間の営みの蓄積であり、知恵の結晶で、世の中のあらゆる領域に深く関わっている。そうした文化の諸相を捉え、誰もが「文化権」を有することを拠り所に、公共政策の観点から、文化の創造や保存、継承に関する政策や制度設計について調査・研究している。また、人々の表現活動や芸術創造が社会において成立するための環境整備や支援のあり方を研究し、現場への応用にも取り組んでいる。具体的には、芸術助成の仕組みづくりや文化・芸術分野の評価手法の検討など。
