The focus on urban policies that leverage creativity, including arts and culture promotion, has been consistently growing in recent times. What should be focused on, especially from the perspective of arts management and cultural policy, is the trend toward focusing on creative city policies to promote the characteristics of one's own region, attract people to the region, and revitalize industry through arts and culture. These policies have been supported by various arguments that have asserted the superiority of the creative city. On the other hand, however, political and social challenges have also been pointed out in relation to creative city policies. Previous discussions on issues have pointed out that policies tend to exacerbate capital inequalities and risk promoting gentrification, unaffordability, segregation, and inequality. In addition to the discussions, from the perspective of the sociology of cultural production, this paper points out that the creative cities have inhibited and marginalized people's democratic practices of cultural expression, complexity, and vernacularity. On the other hand, it also points out that art projects with citizen participation have the potential to elicit cultural production and social networks that can counter these challenges. This study uses the results of a field survey through purposive sampling and participant observation at the “Tokyo Festival” and in Toshima City conducted between April 2016 and March 2021.

This paper examines the social roles of creativity in a Shrinking Society (a society with a decreasing population, a falling birth rate, and ageing members). This was accomplished by studying an Art Project in Niigata using field research and interviews with the Project's participants, including the artists, curators, and local residents. Art Projects are cultural movements that commenced in the 1990s. One characteristic of Art Projects is that they not only use cultural facilities to display works of art, but also develop creative activities centred on contemporary art, featuring civic participation and cooperation, while utilizing social spaces, such as closed schools and abandoned residences. Another feature of Art Projects is that they have strong connections with community revitalization in a Shrinking Society. In 2005, New Niigata city was established by the mergence of 15 towns, with the intention of heightening the autonomy and sustainability of the local community within a shrinking society. In 2009, a new Art Project, the Water and Land Niigata Art Festival' was initiated. The Art Project's central focus was on providing an identity for the new city and to revitalise communities, through civic participation and cooperation. This case study shows that Art Projects can foster new citizen-led cultural and societal engagement. In this process, each citizen's creativity plays a significant role, not just the creativity of the "Creative Class", such as artists. However, since specific community revitalisation goals, such as 'the establishment of a new city identity', may risk limiting the possibilities of their creativities, an approach that guarantees freedom to include diverse viewpoints that work alongside the creative engagement also requires close and continuous attention. This case study of an Art Project in Japan provides insights into the effectiveness of creativity, along with the culture, created for community revitalisation in a shrinking society. The purpose of this paper is to discuss the relationship between society and community-based arts projects in recent years. Since the 1990s, community-based art projects have been increasing in number in Japan. For example, Museum City Project; since 1990, Toride Art Project; since 1999, Beppu International Art Festival: Mixed Bathing World; since 2009; these are only a sample of the recent surge of those projects. These projects tend to focus on Socially Engaged Art; activities such as collaboration with the public and direct engagement with specific social issues. The paper provides perspective on how arts and society are inter-connected in these projects, with reference to the Echigo-Tsumari Art Triennial that has been in existence since 2000 and also discusses what is necessary to gain a good balance in the relationship between society and community based-arts projects.

This volume analyzes forms of collective resilience through manifestations of strength-in-fragility in selected communities in Asia (Indonesia, Japan, Malaysia, Singapore, and Thailand). Persistent resistance to communal erasure taking place through repressive policies and commercialized, multinational urban development insensitive to local communities and values often presents an uphill battle. Some of these collective efforts to survive through everyday actions, encounters, and constant struggles have successful outcomes, while others are ephemeral at best. The authors argue that persisting vernacular spaces located between resistance and co-optation are themselves a form of local cultural heritage in the rapidly urbanizing region. Recognizing these nonconformist forms of resilience as heritage acknowledges the creativity involved in challenging social and political inequalities. Supporting the cultural autonomy of local communities by acknowledging resilience as heritage contributes to social justice in the region.

This study surveys the social and cultural roles of Art Projects (APs) in local communities. This was accomplished by examining an AP using field research and interviews with the artists and local residents. APs are cultural movements, which develop creative activities centred on art, featuring civic participation. They not only use cultural facilities, but also utilize social spaces, such as closed schools and abandoned residences. Recently, APs have increased in number in Japan, fueled by strong connections with community revitalization. This study shows that APs can foster new citizen-led cultural and societal engagement. In this process, each citizen's creativity plays a significant role, not just the input of the artists. However, since only perceiving the artists as a “creative class” may risk reducing the possibilities of citizens’ creativities, paying close attention to the diverse viewpoints of the all AP participants, not only artists, is highly suggested.

The association between cultural capital and social capital were examined by means of two social surveys in a classical music festival. Besides, the attitude of art for arts' sake, and the social identity and mental health, of the audience were examined.
Mainly, two social survey was conducted. One is the survey for general audience in "Saito Kinen Festival, Matsumoto (SKF)" and the other is the survey for junior high school students who attended the student program of SKF. The latter enabled us to examine the association described at the beginning in the middle of developmental process.
As a result, we found the strong association between the initial contact to classical music and the preference in classical music, and the strong association between the initial contact and the participation and evaluation of their community.
