  • 貧困・生活困窮者（特にホームレス状態にある人々）が生じるメカニズムとその実態について実証的に明らかにし、それを踏まえ彼／彼女らに対する「自立」支援の方策について、具体的な社会資源（ホームレス自立支援センター、NPO等）や地域（山谷）などをフィールドに検討している。近年では、アメリカの研究者と共同研究を行い、ホームレス状態にある人々の実態や支援施策についての比較研究を行っている。

      本研究の目的は、「生活困窮者の就労継続・阻害要因について明らかにし、地域での自立した生活を継続するための支援の方策について検討すること」である。本研究では、わが国において研究の蓄積が少ない、ホームレス状態にある（あった）人の就労継続・阻害要因に着目することとした。
      2019年度（初年度）は、過去の科研の調査から協力をしていただいている、大阪市のホームレス自立支援センターをフィールドとし、引き続き利用者の個票データの入力・分析を行った。2015年4月～2019年3月末までの利用者613件のデータを整備することができた。アクセスの難しい対象者といえるホームレス状態にある人々のデータが、これだけの規模で整備できたことは、本年度の一番の研究実績といえる。
      分析の結果、利用者の中に社会的な不利を経験している、あるいは現在も抱えている層が一定数いることが明らかになった。利用者のうち、幼少期の施設利用経験は約1割にのぼり、親の離死別経験に至っては利用者の半数以上が経験していた。また、少なく見積もっても、利用者の2割が、知的な障害あるいはメンタルヘルスの問題を抱えていることも明らかになった。これらの結果は、現場レベルでは経験的に知られていたことであるが、具体的な数値としてあらわすことができたことは、大きな研究の成果といえる。
      なお、これらの結果は、当該機関から出される報告書の一部に収録済みであり、研究の一部を現場に還元するかたちで発表済みである。今後は、より詳細な分析を行い、学会発表、論文化へと作業を進めていく予定である。

      The purpose of this study was initially to study the meaning and role of social enterprises under the welfare supply system, but we are implementing new services and businesses that aim to include users while collecting many cases. Focusing on this, I decided to recapture it with the concept of innovation, and to focus on research that clarifies the characteristics of innovation and the sources that produce it. As a result, the innovation of social enterprises has the perspective of making users "problem-solving agents" and the perspective of users as "consumers," and the sources of innovation are "professional perspective" and "lifestyle". It was clarified that there is a congestion of "person's point of view" and cross-cutting networks.

      The first outcome of this research relates to the concept of social enterprises.Through hearings of previous research and interviews with organizations, 1) revealed that it is an organization that secures operating expenses by 2) utilizing the market principle, 2) social inclusion of users, and 3) operating expenses.Secondly, the second result is to clarify the actual operation of social enterprises.       This study aim to comprehensively clarify the realities and factors underlying the circumstances of homeless people for whom self-reliance is difficult, and on this basis to investigate methods of support intended to facilitate their social inclusion. To accomplish this aim, two surveys were conducted focusing on repeat users of Self-Reliance Support Centers for the Homeless to clarify the nature of their situation. These surveys revealed the presence of a certain proportion of repeat users among Self-Reliance Support Centers nationwide, as well as the fact that information sharing among individual centers posed a challenge in providing support for such users.

      The purpose of this study is to consider the support system to realize social inclusion of homeless people. Toward that end, we conducted surveys of the current living conditions of former homeless people over three years. These researches discovered that former homeless people were socially isolated and were suffered poor mental health. Furthermore, we analyzed the survey data on low-price accommodation facilities conducted by Ministry of Health, Labour and Welfare. This analysis proved that most of low-price accommodation facilities users were moved into the facilities on the suggestion of social welfare office.

      The aim of this project is to study labor and residential experiences of homelessness in four global cities (Tokyo, Osaka, Miami and Manila) using comparative research. It aims to extract the commonalities and differences in homelessness while interpreting them using theories about global cities. The project aims to make clear the process by which globalization contributes to the relegation of homelessness to the bottom of urban society and thus contribute to studies on cities and class. The primary data collection is intensive interviews of 25 persons living in public spaces, shelters, and welfare facilities in each city. Our findings show varied impacts of multiple process of globalization on cities, thus producing various patterns of homelessness.

      We reseached into NPO and thought about the position of social worker in life support systems.Most of the NPO that is doing good practice is doing to creat the network with another NPO.So We think that all social workers must creat the network in the community. We call it 'Ba'.'Ba'will move the menber of support system. And all social workers must work in the community.
