研究1. ライフステージ別の家族アセスメント票の開発：本研究においては、まず、アセスメント評価ツールおよびアセスメントの現状を把握するため、大分県内の市町村で相談業務に従事している専門職を対象にアセスメントに関するアンケート調査を実施した。その結果及び協力市町村の相談業務担当者へのヒアリングを実施した結果などを踏まえて、包括ケアを実施する上で必要になる初期段階で活用するための家族アセスメントシート及びその家族アセスメントシート記入マニュアルについて検討を行い、その素案を作成した。
研究2. 複合的ニーズに対応した包括ケア事業の開発：全国において複合的なニーズに対応した包括ケアをモデル的に取り組んでいる市町村に対してヒアリング調査を実施し、そのメリット・デメリットについて把握するため、国内では先駆的な包括的ケアの取り組みを実施している自治体５カ所（①社会福祉法人山形市社会福祉協議会、②茅野市役所、③川崎市幸区役所、④土佐市保健福祉センター、⑤明石市子育て支援センター等）の視察を実施した。国外では家族ネウボラを実施しているフィンランドを視察し、家族全体入所させて包括的なケアを実施して施設などの実態把握を行い、その特徴や効果などについて理解を深めた。
研究3. 人材育成・研修システムに関する調査研究：地域包括ケアの中心的な役割を担うリーダー（以下「ケアリーダー」）に必要な専門性についての到達目標を立案するため、大分県内の市町村（杵築市、臼杵市、由布市、豊後高田市）で実施している地域ケア会議を視察し、必要な専門性の把握を行った。

本研究の目的は、①ワークフェアが強化される生活保護等において「条件」として否定的に論じられる就労支援に対して、利用者の尊厳としての就労を確保するための支援として「肯定的」に捉え直すことである。また、②能動的な就労を促す可能性があるベーシックインカムを介しての支援はどのようなものかを検討することにある。
研究初年度の2018年度は、研究チームの各自が先行研究のレビューを行った。そして10月に、韓国を訪問し、若者を対象としたベーシックインカムである青年手当制度の実験を行ったソウル市を視察・調査した。ソウル市庁では、市長室のヤン政策秘書官と青年活動チームのチェ氏から青年手当の導入背景と運営状況についてヒアリングを行った。また、ソウル市政研究院では、青年手当の制度設計に携わったキム博士から2019年度から国が全国で実施することになった理由について説明を受けた。また、ソウル市型基礎生活保障制度を導入した経緯と制度概要について、日本人研究者として初の知見を得た。
一方、ベーシックインカム中のフィンランド調査は、先方の都合により本年度は断念した。しかし、ベーシック・インカム実験が進んでいるオランダを訪問し、ティルブルフ大学、ユトレヒト大学及びフローニンゲン大学でそれぞれRuud Muffels教授、Look Groot教授、Gijsbert Vonk教授から参加型ベーシックインカムの実験の結果についてヒアリングを行った。

Public housing residents seem to be organized into residents’ associations, but the results of this study demonstrated that some residents don’t participate in residents’ associations activities even with no constraints to do that. By contrast, the participation in residents’ associations activities has an aspect of self-defense against hostile action by other residents. As a result, residents’ associations activities become a mere shell easily and it is hared for residents to have a sense of community. These findings suggested that it is high on the agenda of community work to decrease distrust of other residents and to promote interaction between Residents and the Neighborhood.

本研究は、福祉供給体制下の中で、新たな問題解決主体、特に「制度の狭間」の支援主体として台頭しつつある社会的企業が、どのような支援を展開し、どのような役割を果たしているのか実証的に明らかにすること、これからの社会福祉供給体制の再編に向けてどのような位置を担うのか、地域を単位として検討することを目的としている。社会的企業という主体の実態、役割・機能については研究が蓄積され、重要な知見も提示されつつあるが、「制度の狭間」に置かれた人々に対する支援を行う社会的企業の実態、役割・機能を解明した研究は少ない。本研究は、「制度の狭間」を支援する社会的企業を供給・利用の各面から、質・量的研究によってその意味・役割を加盟すると共に、地域の諸主体との関係の中に位置づけ、新たな福祉供給体制のモデル検討を試みる。
今年度については、①「社会的企業」の実践事例の蓄積と②特定の社会的企業の多角的分析(組織・利用者・地域との関係分析)、そして③社会的企業の実態・役割把握に向けての量的調査の検討を行った。以下その概要について述べていきたい。
①「社会的企業」の実践事例については、障害・生活困窮に関する2団体の代表から取り組の実際や特徴についてヒアリングを行っている。
②特定の社会的企業の多角的分析については、生協系の団体のご理解を得て、参加にある3団体の社会福祉法人理事長へのインタービューを実施した。
③社会的企業の実態・役割の量的把握については、対象と調査票の検討を行った。

The first outcome of this research relates to the concept of social enterprises.Through hearings of previous research and interviews with organizations, 1) revealed that it is an organization that secures operating expenses by 2) utilizing the market principle, 2) social inclusion of users, and 3) operating expenses.Secondly, the second result is to clarify the actual operation of social enterprises. A) "niche industrial system" and "innovation / reconfiguration system of existing industry" as a market utilization strategy, b) "product and service development utilizing strings" as a social inclusion strategy and " Replacement with ticketing and work place ", and 3) Strategy for securing financial resources is" single source of financial resources "and" multi-source of financial resources ".

The purpose of this study was to verify whether the social capital, such as trust and cohesion among residents of local community, increases by the local activities of the residents through quantitative and qualitative research. The repeated survey was conducted to measure the social capital created by the local activities among the residents in the neighborhood association. However, it was not possible to allow the differences in their increment by residents activities, while it has been increased population as a whole. Though these may be either sampling error or sndividual circumstances among the neighborhood associations, such as aging or level of quality of local activities, it was not possible to clarify.

To clarify the issue for municipality to construct an inclusive community care system in remote islands and mountainous regions, I considered the following three points mainly.
First, the results of analysis of the relationship between municipal administrators and residents, the relationship tends to be maintained after the use of the service. Second, a small municipality have an advantage in the discretion of staff and decision-making within the organization. Third, residents who do not conform to the local customs are more likely to leak from the territorial network.
