わが国の「福祉サービス第三者評価制度」は、創設以来およそ15年が経過しているが、認知が広がっておらず、活用が進んでいないと言われている。本稿において、わが国における福祉サービス第三者評価制度創設以来の歴史や、障害、社会的養護、保育、高齢の各分野における制度の変遷を振り返ったところ、制度の枠組み作りに約10年の歳月が費やされていた。さらに、より充実した評価基準とするための各分野における評価項目の見直しも既に５年以上の歳月が費やされた。そして、ここ数年で国の福祉施策の中で「受審の義務化」など評価受審の促進への取り組みが議論されるようになり、創設から長い歳月を経てようやく制度が活用される状況となってきた。 これらの受審促進により受審率が向上することによってはじめて、利用者が選択可能な数の福祉サービス事業所の評価結果が揃い、「利用者のサービス選択に資する情報提供」となっていくことが期待されている。そこで、事例として「東京都の福祉サービス第三者評価における公表方法の改善の変遷」を検証しながら、福祉サービス第三者評価が利用者の選択に資する情報となるための方策について考察を行った。その結果、「介護サービス情報の公表制度」等の今ある既存のあらゆる評価制度も併せて、それぞれの強みを生かして役割分担しながら補完し合う公表方法を考えることで、「事業の透明性の確保」も行いながら「利用者のサービス選択に資する情報提供」を実現していくことが可能であろうとの知見を得るに至った。About 15 years have passed since the establishment of the "Third-Party Evaluation System on Welfare Service" in Japan, but it is said that not many people are aware of its existence and that it is not widely used.In this paper, as I reviewed the history of the system since its establishment in Japan, as well as the changes in the system in the various fields, such as disability, social welfare, nursing care and the aged, I learned that about ten years had been spent on creating the framework of this system. Furthermore, I learned that more than five years had already been spent on reviewing the evaluation items in the various fields so as to arrive at a more comprehensive evaluation criteria. For the past few years, efforts to promote the "evaluation of acceptance", such as "mandating acceptance", in the welfare policy of the country, were being debated, and after so many years since its establishment, the system came to be finally utilized. It is not until the acceptance rate improves by promoting acceptance that the results can be collected on the evaluation of welfare service offices in the number from which users can make their choices. Only then can users expect to be provided with the "information to support with their selection of service"． Therefore, while studying the "changes in the improvement of the methods of publicizing the Third-Party Evaluation in Tokyo Metropolitan Welfare Service", we examined the measures related to the information that the "Third-Party Evaluation on Welfare Service" could provide users to enable them to choose the services needed. By examining the various existing evaluation methods, such as the "System of Publicizing Information on Nursing Care Services", etc., and by devising the methods of publicizing that mutually complimented each other, while effectively applying the strengths from the respective areas to allocate responsibilities, we learned that it would be possible to realize the "providing information to support with user selection of service", whileat the same time securing "the transparency of work".

障害者自立支援法の生活訓練事業は、社会リハビリテーションであり、自らが望む自立と地域生活での生き方を自らの力でできるように、社会生活力を高めることを目的とする事業といえる。この事業の支援実態を明らかにし、支援方法等のあり方を明らかにすることを目的として、5事業所25ケースに関する聞き取り調査等による調査研究を実施した。調査結果の分析より、各事業所では、きめ細かな個別の生活支援が実施されているものの、現行の事業期限では事業収入の不安定さ等により十分な職員配置ができず、社会生活力を高める支援に至っていないという実態を得た。また、地域生活を目指すうえで必要な社会生活力の支援項目として「精神科医療(服薬管理)」「セルフケア」「生活リズム」「病気・障害理解」「コミュニケーション」「就労」を得た。期限内に社会生活力の向上を目指すために、既存のさまざまなプログラムを実践活用するための研修の充実や、適正な実施のための資質を備えた職員の確保と配置の保障が必要であることが考えられた。(著者抄録)
