Analyzing the websites of ninety-six (96) Japanese NGOs was a primary methodology, research questions of the study consists of 1) Whether Japanese NGOs for international cooperation portray their beneficiaries positively in their information-dissemination activities? 2) Do Japanese NGOs for international cooperation explain structural causes of issues they try to address and their linkages with Japan in communication with the public? 3) What kind of volunteer activities or opportunities do international cooperation NGOs in Japan offer to citizens to participate in?
The study found that Japanese NGOs reviewed depicted their beneficiaries as dignified and empowered human beings. Further, 61% of NGOs working in project implementation and 100% of NGOs working for policy advocacy and working for both implementation and advocacy explained structural causes of issues which they address in their communications with the public. However, only 5% of the former and 38% of the latter explained the linkages between the issues they are working with and Japan. Lastly, 75% of NGOs asked for volunteers to support secretariat-related work, while 43% of NGOs mobilized volunteers for disaster response in Japan, and 26% of NGOs provided various kinds of volunteer activities or opportunities in which citizens can actively involve themselves with.

A Study on Development Education Engaged by NGOs for International Cooperation: Challenges and Prospects Peer-reviewed

This paper investigates the challenges and constraints faced by Japan-based international development NGOs when they are engaged in development education programs, and highlights possible measures to overcome these challenges and constraints. The study methods consist of interviews with key staff member in charge of development education programs at six NGOs that are actively engaged in development education programs and a desk-based analysis of education materials and programs developed by these NGOs. The study results show that Japanese NGOs face four kinds of challenges and constraints, namely: difficulties securing funds for development education programs; lack of capacity and expertise for developing relevant education materials and programs; difficulties in promoting their materials and programs as well as ensuring quality in the practice of education programs; and, problems in effectively evaluating education materials and programs. The author observes that these challenges are interconnected, which results in a vicious circle. The study illustrates various effective measures taken by some Japanese NGOs to overcome these four challenges. Among these measures are: ensuring an emphasis on principles of social justice within an NGO’s mission and vision; and, establishing meaningful linkages between issues in developing countries and issues in Japan.

The Determinants of Active Engagement in Development Education among NGOs for International Cooperation Peer-reviewed

NGOs for international cooperation have a critical role in raising awareness on development issues through development education activities. This study aims at identifying the determinants of active engagement in development education by Japanese NGOs. It is hypothesized that: 1) activism for social transformation; 2) financial independence; and 3) size of organization are the determinants of active engagement in development education by NGOs. This study employed multiple regression analysis of cross-sectional data of 77 NGOs based in the Tokyo metropolitan area, which are collected through reviewing of annual reports and website information. To capture the level of implementation of development education by NGOs, a development education index was created using the data on six types of actually-implemented education activities by NGOs. To explain variables, an activism for social transformation index was created based on implemented advocacy efforts by NGOs. Financial independence was measured by income from government over total income. Annual income of organization was used as a proxy variable for the size of the organization. The estimation results prove that activism for social transformation and financial independence are the determinants of active engagement in development education with statistically significance at 1% and 5% respectively. However, size of organization did not prove to be a determinant, indicating that some small-sized NGOs are also active in development education.
