      This article clarifies the process by which Budget Hotels became an vagueness legal framework, based on its relationship with the Anti-Prostitution Law and the discussions at the time of the amendment of Hotel Business Act. It also aims to capture the policy responses to Budget Hotels, and to clarify how the Budget Hotels with inherent vagueness experienced transformation after the overtourism period.
      It was inferred that the Budget Hotels, which was newly defined in 1957 against the background of the legalisation of accommodations for workers and brothels, resulted in an institutional design that was inevitably fraught with vagueness. The institutional vagueness inherent in the establishment of the system, the relaxation of establishment criteria and the absence of policy responses to date are thought to have led to the proliferation of Budget Hotels specialising in accommodation functions during the overtourism period.

      This study targets Kyoto City as a case, and aims to identify 1) location trends of Budget Accommodation and their changes, and 2) the relation with land prices, for Budget Accommodations, which have rapidly increased since 2016 in Kyoto City. The survey results indicated that 1) the location of Budget Accommodations are more prevalent in residential and industrial areas than traditional inns and hotels, a trend that has been intensifying since 2016, and 2) Budget Accommodations tend to be located in areas where land prices are lower than inns and hotels. The regression analysis revealed that Budget Accommodations with such location trends are correlated with rising land prices.

      This study summarizes the characteristics of discontinuation and opening of tourist accommodation in Kyoto, a city where overtourism has become more pronounced. The following points were identified regarding the changes in tourist accommodation before and after the COVID-19.
      (1) Hotels, which are a traditional lodging facility type, have a low percentage of closures, while the percentage of openings is on the rise. The average number of rooms and room prices are also on the rise, indicating a slight increase in higher prices and expansion of the size of accommodation. (2) The number of tourist accommodation located on narrow roads is decreasing, while the number of high-priced Machiya-type is increasing.

      This study clarified the process of the following transformation of Budget Hotels. 1) Before the classification of Budget Hotel was newly defined, Budget Hotel was developed as a public accommodation facility for workers. 2) The amendment of the Hotel Business Act in 1957 aimed at normalizing the Budget Hotels, entertainment facilities and minshuku which had been operating without any legal grounds. 3) There are no structural standards or minimum number of rooms for Budget Hotels like those for Inns and Hotels. Since the high economic growth period, new accommodation facilities such as business hotels, minshuku and guesthouses were accepted to promote the diversification of accommodation facilities. 4) While the number of minpaku was restrained during the overtourism period, the number of Budget Hotels increased rapidly and the character of business became stronger.

      This study summarizes the discontinued and subsequent use of budget hotels, which rapidly increased during the prosperity of inbound tourism. It was found that (1) the number of discontinuance budget hotels is increasing at an accelerated rate, (2) the number of discontinued budget hotels is high even in competitive locations such as commercial districts, and (3) the number of discontinuance budget hotels is rapidly increasing in Shimogyo ward. Based on the above, when investigating the subsequent use of the discontinuance budget hotels in Shimogyo ward, it was inferred that (4) there were a certain number of businesses that had an eye on conversion to rental apartments from the time of opening. It will be admitted that there was a speculative business strategy at the time of the prosperity of inbound tourism. (5) On the other hand, budget hotels with detached houses located on narrow streets often become vacant after they are discontinued due to lack of buyers and renters.

      The purpose of this study is to clarify 1) location trends, 2) the impact on land prices, and 3) the actual status of discontinued lodging facilities, targeting the rapidly increasing number of lodging facilities. The survey results show that 1) the location of budget hotels are more prevalent in residential and industrial areas than inns and hotels, a trend that has been intensifying since 2016, 2) budget hotels tend to be located in areas where land prices are lower than inns and hotels, but regression analysis shows that this is a factor in increasing land prices, and 3) about 90% of the lodgings that went out of business in fiscal 2018 were budget hotels, with many going out of business after less than three years in business.

      The increase of Minpaku(Vacation Rental) is caused by the increase of tourists from foreign countries and the rising demand for accommodation.
      This article researches Kyoto city, and aim at identifying trend of Minpaku location.
      The research results are as follows; 1)Minpaku has increase to an area where a Common Lodging House known as a small-scale accommodation can not be built. In other words, these facilities tend to be residential areas, 2)On the other hand, Minpaku operating in apartment house are located in the areas with relatively high commercial functions, 3)It has become identify that Minpaku tend to be located in central areas with high land prices, while Common Lodging House in recent years are located in areas with low land prices.

      In recent years, the growing demand for touristic accommodation in Kyoto has been apparent due to explosive increase of foreign tourists. Among others, The number of cheap lodging houses including holiday rental of private rooms (known as Minpaku in Japanese) , has been emerging rapidly. This article deals with the case of Higashiyama Ward in Kyoto, and aims at (1)identifying a trend of site location of holiday rentals and (2)examining social impacts to its neighborhood. The implications are as follows; (1)holiday rentals have started to be located in residential area and in the narrow alley, (2)the number of accommodation owned by private corporate is increasing, and (3) the increase of those accommodation might contribute to increase in land prices and subsequent urban and social change of neighborhood.

      In recent years, rapidly increased demand for accommodation for touristic use has been apparent due to the explosive increase of foreign tourists. This article researches the three central Wards in Kyoto, which are Nakagyo, Shimogyo and Higashiyama, and aims at identifying trends of accommodation location and the possible effects to local communities. The research results are as follows; 1) the number of Accommodation for Touristic Use which were not dominant as a type of temporary lodging facility has so far increased rapidly, 2) those facilities tend to locate on lands in residential quarter where land prices are relatively low, and 3) while those accommodations could contribute to the renovation and reutilization of vacant houses, sharp increase in land price would bring about a structural change in neighborhood such as displacement of inhabitants and decline of local life and livelihood.
