小林正典 1970年 埼玉県生まれ。東京大学公共政策大学院博士課程修了（博士（公共政策学）, Ph.D.）。ハーバード大学大学院修士課程修了（都市政策・都市計画学専攻）。国土交通省総合政策局社会資本経済分析特別研究官として、インフラ経済分析、グリーンインフラの推進、官民連携事業（PPP/PFI）による持続可能社会構築に関する研究に取り組む。英国政府Evaluation Task Force（ETF）、オランダ政府Central Planning Bureau（CPB）、OECD等の国際的な都市・インフラ関連事業および政策の効果分析を行うグループの研究者・実務家との連携、共同研究を行うとともに、「産学官連携インフラ戦略推進プラットフォーム」の事務局代表をつとめて、都市・インフラ関連事業・政策の効果の最大化を図るための研修・分析支援、スマートインフラマネジメント、グリーンインフラの評価などを実施。この間、特に、都市の持続可能性、気候変動対応、生物多様性確保、土地利用と連動した交通システム（立地適正化計画と地域公共交通計画の連携）、インクルーシブ都市（ユニバーサルデザイン）、不動産流通システム、スマートシティ、都市DXの推進のほか、G７都市大臣会合（G7 Sustainable Urban Development Ministers’ Meeting）の設立・日本開催・運営等の各種大型国際会議、研究プロジェクトを推進。東京大学未来ビジョン研究センター客員研究員、独立行政法人経済産業研究所（RIETI）コンサルティングフェローを務めるほか、国内外の多くの大学（東京大学公共政策大学院、立教大学大学院ビジネスデザイン研究科、明海大学大学院、日本大学、東洋大学、獨協大学、ものつくり大学、シンガポール国立大学など）において持続可能な都市マネジメント、都市政策、不動産政策、都市経済学関係の講義を担当。 過去３０年間に、各種の都市の持続可能性、都市政策、不動産政策に関する査読論文執筆、国際会議発表を行い、特に近年は、持続可能都市、レジリエンス都市、グリーンインフラ、気候変動対策（緩和・適応）、スマートシティの都市システムデザイン、インフラストック効果最大化を図るためのオープンデータ・ビックデータ解析、自治体などの現場での研修・分析支援を実施。このほか、国内各地の現場で、官民連携まちづくり、ウォーカブルまちづくり、グリーンインフラ、流域圏構想（流域総合水管理・流域治水）プロジェクトのメンバーとして実践に参画。
Masamichi Kobayashi, born in 1970 in Saitama Prefecture, holds a Doctorate in Public Policy (Ph.D.) from the Graduate School of Public Policy at the University of Tokyo and a Master’s degree specializing in Urban Policy and Urban Planning from Harvard University. As a Chief Economist for Infrastructure Policy, Policy Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), his work focuses on infrastructure economic analysis, advancing green infrastructure, and research on building a sustainable society through Public-Private Partnership (PPP) and Private Finance Initiatives (PFI).
He collaborates with researchers and practitioners from international institutions such as the UK Government's Evaluation Task Force (ETF), the Netherlands Government's Central Planning Bureau (CPB), and the OECD in the analysis of impacts related to urban and infrastructure policies. Additionally, he serves as the Secretariat Representative of the "Industry-Academia-Government Collaboration Platform for Infrastructure Strategy Promotion," overseeing training and analytical support aimed at maximizing the effectiveness of urban and infrastructure-related projects and policies. His activities include smart infrastructure management and green infrastructure evaluation.
In his role, Dr. Kobayashi has made significant contributions to urban sustainability, climate change adaptation and mitigation, biodiversity preservation, integrated land-use and transportation systems (linking location optimization plans with regional public transport plans), inclusive urban development (universal design), real estate transaction system, smart cities, and advancing urban DX (digital transformation). He has also played a leading role in organizing major international conferences and research projects, including the establishment and hosting of the G7 Sustainable Urban Development Ministers' Meeting in Japan.
Dr. Kobayashi is a Visiting Researcher at the Institute for Future Initiatives (IFI) at the University of Tokyo and a Consulting Fellow at the Research Institute of Economy, Trade, and Industry (RIETI). In addition, he lectures on sustainable urban management, urban policy, real estate policy, and urban economics at various universities, both domestic and international. These include the Graduate School of Public Policy at the University of Tokyo, Rikkyo University Graduate School of Business Design, Meikai University Graduate School, Nihon University, Toyo University, Dokkyo University, the Institute of Technologists, and the National University of Singapore.
Over the past 30 years, Dr. Kobayashi has authored peer-reviewed articles and presented at international conferences on diverse topics such as urban sustainability, urban policy, and real estate policy. Recently, his focus has been on resilient cities, green infrastructure, climate change measures (both mitigation and adaptation), smart city system design, and optimizing infrastructure stock effects through open data and big data analysis. He has also provided training and analytical support to local governments. Moreover, Dr. Kobayashi has been actively involved in practical efforts and projects across Japan related to Public-Private Partnership urban development, walkable cities, green infrastructure, and basin-scale initiatives (integrated water management and watershed flood control).
Dr. Kobayashi’s extensive expertise and interdisciplinary approach make him a prominent figure in advancing sustainable and resilient urban systems, fostering collaboration between academia, government, and industry.
