      The author examines a new text of IG II^2 3+IG II^2 165, recently published by Fabiani, Habicht and Culasso Gastaldi, and considers its historical background and circumstance. This is an honorary decree for three lasians, Anaxagoras son of Apollonides, and Artemon and Kydias, sons of presumably Eumachos. The date of the decree is thought ca. 394 BCE through the analysis of lasian situation at that time. The three lasians were presumably expelled from lasos in 412 BCE and fled to Athens. They acted with Athenian generals who fought against the Spartans, and after the success of the liberation of the Greeks in Asia Minor in 394 BCE, they succeeded to return to their homeland lasos and were honored as proxenoi of the Athenians.

      In this paper, I explored some valid criteria for dating controversial fifth century Attic inscriptions. The appearance of some key letter forms such as the three-bar sigma and the tailed rho has been widely thought to be the only non-historical dating criterion of any value. However, confidence in this criterion has been undermined by a recent work by Mortimer Chambers redating the Egesta decree from 458/7 to 418/7. Thus other statistically and objectively valuable criteria are required. The criteria I have suggested result from the analysis of two incidents the appearance of superscripts (headings for official documents) and its stylistic characters, the infiltration of Ionic letters and orthography into Attic texts. Both incidents are accompanied by visual effect, so they would seem to show a certain tendency of a given period and would seem to have been easily shared by people involved in writing and inscribing official documents. Analyzing the appearance of superscripts is effective and perhaps most fruitful for dating undated or controversial Attic inscriptions if the tops of the inscriptions remain. Superscripts occasionally appear in Attic inscriptions and are usually inscribed in slightly larger letters than those of the main texts. Three types of superscripts are used in Attic inscriptions (1) theoi and/or other relevant words, (2) the words indicating the title or subject matter, and (3) the name(s) of the official(s) who passed the decree. The earliest known examples of a simply written theoi as a superscript in dated or approximately dated inscriptions are IG I^3 50 from the mid 430s and IG I^3 292 from 434/3. Theoi constantly appears after this period From this evidence, IG I^3 34, 186, 190 and 418 can be dated in or after 430s respectively. The earliest occurrence of (2) is IG I^3 65, dated ca 427/6, and there are 15 later examples in dated or approximately dated inscriptions Using this evidence for IG I^3 17, 18, 21, 28 and 31, low dates would be suggested, and for IG I^3 190 the last two decades of the fifth century. The earliest known appearance of (3) is 427/6 (IG I^3 66). There are 18 examples in dated or approximately dated inscriptions, and 14 examples in undated or controversial inscriptions. From the evidence, the latter examples could be dated to around 430 or after 430. This means that low dates are suggested for the particularly controversial decrees, IG I^3 31, 35 and 40. Concerning the infiltration of Ionic letters and orthography into Attic texts, I examined the following four phenomena (1) the infiltration of Ionic letters, (2) the appearance or disappearance of aspirate signs, (3) the orthography of syn-compounds, and (4) the forms of the first declension dative plural. Though attention has been paid to each of these phenomena, no systematic and statistic examination has ever been attempted. While evidence suggests that the use of this criterion is not as conclusive for the dating of undated inscriptions as the criterion of superscripts, it still offers some good clues for dating.

      In the study of the Delian League or the Athenian Empire, how and when Athens transformed the alliance against Persia into an empire of Athenian subjects has been a major problem. Since the publications of The Athenian Tribute Lists (1939-53) and Meiggs' The Athenian Empire in 1972, 'the crisis of the forties' has generally been considered a vital stage of this change, and the disaster in Egypt in 454 B.C. and 'the Peace of Callias' in 449 B.C. have been thought to cause this change. In this paper, first, I discuss that 'the crisis of the forties' was created, strengthened and distorted through the debates on the dating of the fifth-century Athenian inscriptions, i.e. the forties or the twenties. Since these debates have dealt exclusively with the development of the Athenian imperialism in the forties or the twenties, the students of the Athenian Empire have relatively ignored Thucydides' Pentekontaetia. Second, I argue that, for Thucydides, the Athenian αρχη emerged only through their military actions, and their attitudes to the allies were consistent from the time of the Naxian revolt to that of the later revolts(i.e. to the time of the Euboean revolt in 446 B.C. and the Samian revolt in 440/39 B. C. etc.). Because Thucydides marks that Athens' αρχη came into being in the course of the Pentekontaetia(1. 97. 1-2 ; 118. 2)and that the increase of Athens' αρχη emerged after her suppression of the Naxian revolt(1. 99) , he seems to think that the revolts of the allies and their suppressions by the Athenians were the fundamental basis of the Athenian αρχη. The Naxian revolt was, for him, the most important phase in which Athens' relationship with her allies changed to a coercive relation of αρχη. In other words, the allies became hypekooi instead of autonomoi after their revolts from Athens. In Thucydides' view, the Athenian αρχη was established through her violations of the allies' autonomia. Third, it is after the battle of the Eurymedon, for many ancient authors' thoughts, that the Athenian power increased and the relations between Athens and her allies changed. Because the Naxian revolt and the battle of the Eurymedon happened in a short period(1. 98. 4, μετα ταυτα ; 1. 100. 1, μετα ταυτα και) , their view seems to be consistent with that of Thucydides. Since the Naxians probably began to rebel in the spring of 466 B.C. or the fall of 466 B.C. and the battle of the Eurymedon was probably fought late in 466 B.C. or very early in 465 B.C., the middle of the 460s B.C. seems to be the most remarkable period that established the Athenian αρχη. Finally I conclude that there is a great discrepancy between the αρχη in Thucydides and that used by many modern scholars. Their discussions are not how Athens transformed their relationship with her allies from hegemonia to a relation of αρχη or power, but how Athens organized the Delian League and therefore made an 'empire' of the Athenians systematically. According to their modern standard, Athens' arche or 'empire' emerged only after her establishing of the firm organizations of the League. In Thucydides' view, on the other hand, Athens' αρχη or power emerged just after the Naxian revolt of c. 466 B.C.

      This study is the continuing study of my last project titled 'Study of the Epigraphic Culture in Ancient Greece' (Grant-in-Aid for Scientific Research (C) (2) 2004-2006 : Project Number 16520450). This study aimed at contributing to understanding the Athenian epigraphic habit from a fresh view. The focus was on the Athenian epigraphic habit of the fifth century BC. Through the reexamination of some important inscriptions such as 'the Miletus decree' and 'the Erythrai decrees', and through the careful reevaluation of old studies (particularly those published in the nineteenth century and early twentieth century) on the Athenian inscriptions concerning foreign matters, It was found that the lower dates were preferable in most cases. I proposed the date of 'the Miletus decree' to 426/5 BC and that of 'the Erythrai decree' to the mid-430s BC. The Athenian epigraphic habit, particularly their habit of erecting public decrees on the Acropolis, is thought to have developed after the 430s, that is to say, after the completion of the Parthenon. Before its completion, the number of inscriptions on the Acropolis was extremely limited. Looking around Attica, the inscriptions erected before the mid-fifth century were all concerning the religious matters. Considering these results synthetically, the followings are suggested. The habit of erecting public inscriptions concerning foreign matters (more restrictively, concerning subject allies) emerged rather late comparing to the other Athenian policy and/or rituals concerning the Delian League. Hence, it is fruitless to seek a turning point of the Delian League 'from the confederacy to the Athenian Empire' through the inscriptions. The contexts for erecting and displaying public decrees on the Acropolis should be sought from the historical circumstances of the Acropolis as well as the development of the Athenian display culture as a whole.

      I explored the characteristics of literacy and epigraphic culture in ancient Greece, particularly, in ancient Athens. I focus on the emergence of the public inscriptions, their functions and transformation through the period of time.
      The results are the following :
      1. All inscriptions were votive in nature, regardless of the genre. Therefore, almost all inscriptions were erected on the Akropolis. Because they were considered sacred, people had to obey them, and when an offence against an inscription was made, it was thought impious to the gods as well as dangerous to the society.
      2. The most important components of public inscriptions were : who proposed the decree ; who was responsible for the erection ; who proposed the amendment etc. Publishing the names of people involved in a decision, was one of the essential elements of public inscriptions, because they only proves who played an active role in a public decision perpetually. The elite could claim their presence and their importance in a society through inscriptions.
      Not only the elite, but also the ordinary people seem to have enjoyed epigraphic culture more than it has been generally thought recently. Though their literacy seems to have been much more simple, they still enjoy it, and they even parodied the elite's culture with an ironical remark.

      In this project I studied relations between Greece and thc Achaemenid Persia after the Persian War. Focusing on attitudes of the Greeks in Asia Minor who had been under the rule of the Achaemenid Persia to the Delian League, I argued that they did not show their enthusiasm to join the League, and so they entered the League quite slowly. First, in an article entitled 'The Development of the Greek World and the Orient', I described the overview of the relationship between Greece and their eastern neighbors and tried to explain that the Creeks were much influenced by their neighbors economically and culturally as well as politically. In the second paper, entitled 'Athenian Empire and Persia : Attitudes of the Greeks in Asia Minor to Athens and Persia in the First Years of the Delian League' (oral), I discussed on the attitudes of the Greeks in Asia Minor to the Delian League in the time of Kimon's leadership, and presented that their reluctance to enter the League was caused by their continuous economic relations to the Achaemenid Persia and their reluctance made Athens strengthen her control to the allies, Third, in an article entitled 'On the Flight of Themistokles', I attempted to show the background of his flight to the Achaemenid Persia, and argued how Greek elite such as Themistokles were accepted in the system of the Achaemenid Persia and their acquaintance with the system of Persia.
