      Due to the growing world-wide recognition and popularity of World Heritage sites since the 1980s, many such sites have become important vehicles for the development of international tourism in Southeast Asian countries. In Indonesia, the government's tourism policy concerning Borobudur was to have been planned and implemented along with this boom. Cultural tourism has been a key concept in understanding the Indonesian government's approach to tourism development. Borobudur has long been strategically utilized as a significant cultural resource for the strengthening of national unity and for the cultivation of nationhood, based on the pancasila state ideology. Consequently, Borobudur has become a popular destination not only for international tourists but also importantly for domestic tourists. This has become possible by constructing a heritage "park." On the other hand, these processes and the decentralization after the Suharto's New Order have also had significant impact on "local" people's socio-cultural conditions.
