      In recent years, some low-price accommodation facilities (LAF) are becoming a social problem as "poverty business" targeting homeless people. The purpose of this paper is to clarify the actual condition of LAF by analyzing the individual data of a survey by the Ministry of Health, Labour and Welfare in 2010. In particular, this paper examined whether or not accommodation charge is inexpensive and period of use is short, since the main features of LAF are that they are low cost and temporary habitation. As a result, it was found that despite accommodation charge of LAF being equal to (or higher than) neighboring general housing, the quality of rooms is not equal to (or not higher than) them. Secondly, it was presumed that nearly 60% of LAF users have been in long-term use over one year. In the background, there is the fiscal burden of local governments in public assistance, which hampers moving LAF users to general housing. Solving the problem will demand the establishing of a structure to enable local governments to operate public assistance for homeless people without relying on LAF.

      The purpose of this study is to consider issues of the policy for homeless people by analyzing the case records of the independence support center (ISC) for the homeless. The recent policy is aimed at helping the homeless by offering them employment under the guidance of ISC in the hope that they can be independent in the future. However, some homeless claimants have the capacity to find employment on their own without relying on the ISC. Also, there are many others who are not fit for the jobs they have been offered. As a result, there seems to be disparity in levels of goal attainment among the beneficiaries of the said policy. In addition, the "independence of users through work" is also hampered by several problems such as harsh working conditions, communal living at the ISC and admission deadline. Any future policy for the homeless should be focused on the following beneficial aspects ; (1) Secure habitation with proper housing as the latter is absolutely essential in supporting the homeless. (2) Elimination of environmental disincentives to independence. (3) In addition to the current job opportunity based system, other effective multiple approaches should be used, paving the way for diversity in independence.

The policy which can be analyzed is composed of three approaches- 1) promoting independence through work; 2) promoting independence through welfare services; and 3) eviction. This study reveals that among these approaches the 'approach to independence through work' has occupied the most prominent position through a series of governmental legislations and other related matters. However, the approach that tries simply to make homeless people return to the labor market has considerable limitations. 'Promoting independence through welfare service' this hitherto has been rather depreciated in the policy for homeless people. More importance should be attached to it, as well as promoting independence through work.

      This study aims to elucidate the phenomenon of welfare bashing and examine policies aimed at overcoming it. We thus conducted two surveys measuring the public’s understanding of the welfare system. Our first survey was conducted over the internet; its target population was the general public. We found that most respondents were concerned about illegal recipients and spending benefits on gambling; only a small number of respondents were concerned about the adequacy of welfare payments and the strengthening of obligation of support. The second survey was targeted at university students who are learning about the welfare system. We found that after taking classes on the welfare system, in comparison to before they took the class, students were less likely to call for a more stringent welfare system.

      Our study considers needy people after they have used social services. Specifically, we aim to examine policies that help them integrate into their neighborhoods. Thus, we tracked, over a four-year period, the living conditions of public assistance recipients who had escaped homelessness. We found that even after escaping homelessness, participants faced various issues. For example, 1) 15% of respondents had experience paying their rent late due to financial reasons, 2) more than 50% of respondents did not mingle with friends or neighbors, and 3) even though 20-30% of respondents had paying jobs, less than 3-5% of respondents were regular employees.

      The purpose of this study is to consider the support system to realize social inclusion of homeless people. Toward that end, we conducted surveys of the current living conditions of former homeless people over three years. These researches discovered that former homeless people were socially isolated and were suffered poor mental health. Furthermore, we analyzed the survey data on low-price accommodation facilities conducted by Ministry of Health, Labour and Welfare. This analysis proved that most of low-price accommodation facilities users were moved into the facilities on the suggestion of social welfare office.

      The purpose of this study is to examine the shape of supporting homeless people in terms of public assistance. In 2009, I conducted a survey of the current living conditions of the former homeless people, and found that they are still remain in an excluded situation even after resolving their homelessness. In 2010, I conducted a survey of the resident in low-price accommodation facilities(LAF), and revealed bad situation in LAF. In 2011, I analyzed data of the government survey on LAF, and showed that it is necessary to review public assistance system in order to solve the problems about LAF.

      The characteristics of the self-support programs in Korea are as follows : (1) People with a working ability are obliged to participate in the self-support programs, while the success rate of their self-supporting is low ; (2) people with a working ability with low income, who are in the upper layer, can participate in the programs ; (3) the respective supporting roles of Ministry of Health and Welfare and Ministry of Labor are clear ; (4) issues of poverty are placed in the community welfare and a variety of programs are provided, making use of the special features of each community ; and (5) they implement policy change from welfare to clear workfare, strengthening the measures for the working poor by the introduction of new systems such as the Social Enterprise Promoting Act.
      In contrast, we are far behind in implementing independence-support measures, and have even kept the former superficial, mechanical, and uniform supports. This research clarified differences in the latest support programs between Korea and Japan and suggested what the working support system in Japan should be.

      本研究は、生活保護・ホームレス・母子世帯などを対象にし、貧困・低所得者層の就労支援と社会的自立に関する実証的研究である。近年の生活保護制度改革に基づく自立支援プログラムの検証を行うとともに、ホームレスあるいは母子世帯の就労支援に関する調査研究を実施した。定期的な研究会活動を行うとともに、施設や民間支援組織へのヒアリング調査なども実施した。
      生活保護制度における自立支援プログラムに関する研究では、生活保護見直しをめぐる政策動向をふまえつつ、平成17年度から実施された自立支援プログラムの効果や課題について検証した。
      ホームレス対策と自立支援に関する研究では、山田を中心としながら、名古屋市におけるホームレス自立支援センターを対象にし、退所者データや支援記録を元にした実証的な調査研究を行った。
      母子家庭における就労と自立に関する研究では、丹波を中心としながら、母子家庭の就労支援後の就労と生活の実態を把握することにより、自立支援の課題を検証した。具体的には、福島県母子家庭等就業・自立支援センターを平成15-17年度に利用した登録者全数を対象にし、アンケート調査によって利用後の追跡調査を実施した。その結果、207名(回収率31.6%)から回答を得た。
      こうした調査研究を通じ、近年の貧困・低所得者層に対する就労支援の効果を実証的に検証するとともに、自立支援の課題を明らかにすることができた。すなわち、就労支援に偏重した「自立支援」では、利用者の自立阻害要因を取り除くことができず、貧困脱却の効果は限定的であった。そのため、真に貧困・低所得者層の自立を支援するためには、就労だけに偏らない生活・健康・住居・社会参加などを含む総合的・包括的な支援内容の充実が必要であることが明らかとなった。
