  • 日本のマス・メディアの営為を実証的に明らかにすることにより、その社会的・政治的・文化的変容を歴史社会学的に解明することを研究テーマとしてきた。これまでは、とくに占領期におけるＧＨＱのメディア政策を中心として、戦後のメディア・システムの構築のあり方に関する研究を行ってきた。近年は、メディア・イベント、世論調査、プロパガンダ、科学コミュニケーションといった観点から、戦後日本における世論や社会意識の形成においてマス・メディアが果たしてきた役割について考察を行っている。また、1920年代から1945年までの日本の植民地を繋ぐ放送ネットワーク（とくに台湾のラジオ放送）や、1950～60年代の冷戦期における国際的なコミュニケーション、「広報外交」についての研究を進めている。

      In Japan, public opinion survey has been considered to be introduced from the United States as a tool indispensable to democracy. Such a view has been inherited in academic circles as well as in actual society for a long time that public opinion surveys are conducted in order to make the voice of the people as political subjects reflect in politics. And historical studies on public opinion survey have tended to take up development of survey methodology mainly. Some public opinion surveys, however, do not remain in that category. The purpose of this paper is, taking up public opinion surveys by foreign governments, to make clear the political nature which the social technology of public opinion surveys originally has. USIA (United States Information Agency) made public opinion surveys in Japan in the 1950s. Since these surveys have been strictly confidential for a long time, there is almost no opportunity for ordinary people to know them. Then, this paper attempts to describe the purpose or process of the public opinion surveys which USIA conducted in Japan those days. After it was established by the Eisenhower Administration in August, 1953, USIA strengthened investigation section and began to conduct various public opinion surveys in spite of State Department's criticism. USIA assigned research officers under PAO (Public Affairs Officer). The research officer has been assigned in Japan in October, 1955. USIA conducted various surveys, for example, "Public Opinion Barometer" surveys, under the research officer's directions in Japan. USIA thought that a cold war was a war which acquired "man's heart" and persuaded foreign people. It conducted "Barometer" surveys which measured opinions, image of America, and attitudes of foreign peoples in order to persuade them. Therefore, the public opinion surveys have constituted USIA's strategy of "Public Diplomacy", or propaganda activities, to foreign countries.

      Soon after the Korean War broke out in June 1950, the United States carried out two kinds of propaganda broadcasts : "Voice of United Natrons Command " produced in Tokyo, and "Voice of America," relayed from New York. Both made use of NHK equipment. This study investigates the circumstances of these propaganda broadcasts. Although domestic laws prohibited foreign governments from using NHK equipment, directives issued by GHQ/SCAP made it possible. This continued even after Japan became independent again. The role of NHK as a public service was seriously compromised as a result of its being used for the purpose of the war.

      The period while Japan was occupied was a turning point for Japanese journalism. After defeat of Japan, the problem what journalism in Japan should be was often duscussed, and some reform of newspapers were made from inside and outside. It can be thought that the birth of Shinko-shi(new newspapers) was one of the reform from outside. They were grass-rooted journalism activities because new publishers were willing to express their opinions. One of the reasons why new newspapers were published was political inducement by GHQ. GHQ expressed the memorandum of"Elimination of Newspaper and Publishers' Associations Control over Distribution of paper"on 26th October 1945, and ordered that the Japanese government would create a paper rationing organization. This new organization distributed paper to new newspapers prior to established papers. As a example of this movement, this article discuss Chukyo Shimbun Which was established in Nagoya, Aichi. It has cooperation relationship to Asahi Shimbun. The aim of this article is to explain what was cooperation relationship between Chukyo and Asahi, and discuss its conflicts. K.Kato, Dietman belonging to Japan Socialist Party, was rationed paper. Y.Chiba, ex-editor of Asahi, became president of Chukyo. And it was published on 1st August 1946. It aimed to realize quality paper. When it was published, Asahi gave it various supports such as offering of capital. Then, why Asahi assisted Chukyo? Above mentioned, those days, established papers such as Asahi was refused incresed paper rations by Paper Rationing Comittee. Therefore, they tried to create new newspapers in various places all over the Japan. For example, Asahi supported new newspapers in Kyushu and Kansai as well as Nagoya. In Nagoya, six new newspapers including Chukyo were published after war, and five of the six had cooperation relationship to established papers of Asahi, Mainichi, Chubu Nippon. Chukyo had about 80,000 circulation. However, it didn't last as other new newspapers. Adjustment of newspaper rationing (Shimbun Kodoku Chosei) made its management worse. And as paper production got higher, established papers increased their circuration or published evening editions. What was more important, Asahi re-started to print a newspaper in Nagoya on 1st February 1950, Which was long-cherished desire of Asahi. Chukyo was urged to repay of the money. After this, Chukyo made various efforts for reconstruction for more than a year. But finally, Chukyo stopped printing newspaper on 5th May 1951. Like this, many other new newspapers, except sports newspapers and so on, have disappeared. But many of new newspapers had unique content which had not seen in established papers. Therefore, it is useful to evaluate new newspapers for approaching Japanese journalism.

      Our findings are (1) "Asian-hand" journalists of major Japanese newspapers had close relationship with the Ministry of Foreign Affairs, although they shifted their priority to relationship with Japanese Army after Manchurian Incident in 1931, (2) Contents of Chinese newspapers published under control of Japanese army, and intelligence activities using women in China by Japanese army, (3) propaganda by UK in Asia originally relied on news distribution by Reuters, but after outbreak of the war against Japan, English propaganda organizations in the Far Eastern Office and Chongqing were reorganized as Englishmen who grew up in China or came from Australia with work experience in advertisement joined, and radio broadcasting in Asian languages became reinforced, (4) as for radio, details on formation and development of Taiwan Broadcasting Corporation, and a basic policy to use radio broadcasting in psychological warfare by USA from Japan-China war to Korean War and Vietnam War.

      The purpose of this research is to make clear that what role both of U.S. overseas broadcasting VOA (Voice of America) and FEN (Far East Network. After 1995, American Forces Network) by U.S. overseas forces have played during cold war period.
      A "shortwave maniac" began to receive overseas broadcasting in the 1950s, and the BCL boom raised in early the 1970s. On the other hand, some Japanese have intended to listen FEN in order to touch spoken English and the newest American music. Either of the listeners received them for the purpose different from an original intention. These formed sound culture of American radio in Japan.

      Our international symposium：“Reconsidering Censorship History in Japan and East Asia”held in July 2013, was published in Intelligence No.14. The website for Historical Studies of Censorship in Japan and the World(http://www.waseda.jp/prj-Kennetsu/) was launched in May 2014 to give information about Japanese censors employed by GHQ, CCD during the occupation period, which based on 6 lists of their names, jobs and salaries, found by our project member. 12 volume of CIA diclassified Japanese files with commentary were also published by our project member.

      To reveal the continuity of policies and activities of the psychological warfare branches of the Allied Powers and the Office of War Information (OWI), USA, during WWII with regard to those of the Civil Information and Education (CIE) Section, SCAP/GHQ, in Occupied Japan after the war, "CIE Weekly Reports" were investigated. The CIE produced many research reports and public opinion polls in cooperation with Japanese public opinion research institutions. The activities of one organization, the Suenaga Public Opinion Institute, has been revealed through this project. It was also shown that the CIE information and propaganda policies included the intervention of the CIE radio section into news coverage of the Korean War by NHK radio in Tokyo, the controlled coverage of the atomic bomb and atomic power in southern Korea and the extension of the VOA in Asia.

      The aim of this study is to elucidate the actual situation of the propaganda activity that is "public diplomacy" by the United States of America for Japan and Korea in the Cold War period, based on domestic and foreign documents.USIA (United States Information Agency) used various means of "the public diplomacy" including the foreign broadcast VOA (Voice of America). On the other hand, USIA conducted various surveys to measure effect of such publicity. In Japan, regular public opinion surveys revealed Japanese opinion to the nuclear issue and the problem of the US base.

      平成19年度は,2力年間に亘る研究の最終年度となることから電子辞書に内在する問題点を今一度,印刷体辞書活用グループ(PDg)および電子辞書活用グループ(EDg)間の学習動態に関する比較調査および比較実験を通して再検証することとした。その結果,次のような興味深い知見を得るに至った。
      すなわち,PDgにあっては,未知語の記銘・保持自体に関して眺めた場合には,EDgとの間で特に有意差は見受けられないものの,rawdataをひとたび細かく紐解いて眺めてみるならば,読解力の中位層にその保持率の差異が顕著に垣間見られるといった点である。また,未知語(ここでは多義語)をターゲットワードとして読解用英語長文に設定した文脈類推テストの結果を分析してみると,明らかな有意差が生じていたことから,EDgの英語学習態様には,ディスプレー初出画面の初出語義に囚われがちとなる習性が強まるのではないかとの考察が可能となった。未知語検索時のディズプレーの表示様式に,読解力育成の観点からも工夫が凝らされるべき点を痛感した次第である。そこで,これらの研究結果を受け,従来の電子辞書の未知語入力→検索→語義提示→選択の辞書引きプロセスを見直すべく,語義提示から意味抽出に至る過程を帰納的に達成し得るようなプログラム開発に着手した。しかし,プログラム開発部分にあっては,研究期間の不足から,課題を随分と残す結果となった。したがって,平成20年度科研費採択となった研究テーマ「電子辞書に依存する英語学習者のネガティプワードアタックとその矯正プログラムの開発」
      (基盤研究C)において十分な成果を得たいと考えている。なお,種々の実験を行った中で,とりわけ未知語推測に関わる部分に関しては,平成19年9月発行の『日本実用英語学会論叢』(No.13)に収録された。
