This paper explored residual conditions of vacant lots in a residential-commercial mixed-use district in Tokyo and estimated the accessibility effects of utilizing vacant lots as an open space. The study was conducted in Kanda area, Chiyoda-Ward, a typical mixed residential-commercial mixed-use district. First, we conducted an on-site survey and classified the vacant lots into four types based on their remaining duration and scale. Findings suggest that small-scale and long-term vacant lots were distributed mainly in Kanda areas, most used as parking lots. Few large-scale and long-term vacant lots would be recognized as open space even under the current law. Next, we compared the utilization effects of vacant lots in terms of accessibility by neighborhood land use and building density characteristics. As a result, utilization of a cluster of vacant lots was more effective in dense areas with a lack of public open space. On the other hand, it was found that the utilization of vacant land based on the current law is insufficient to alleviate the open space shortage in dense areas. To determine which vacant land should be prioritized for future development, a further evaluation of spatial accessibility and site condition is needed.

人類の過半数は都市に住んでおり，彼らが環境に配慮した姿勢や行動をとることは，持続可能な社会を実現するうえで重要である．その際，都市における日常的な自然体験が環境配慮型への移行を促す可能性が指摘されているが，その効果に関する研究は限られている．また，従来の研究では高関心層に焦点が当てられており，低関心層が自然体験することによる環境意識に与える影響については不明確であった．本研究は，都市公園での「ゆるい」生物調査への参加が，大学生の環境意識に影響を与えるという仮説のもと，非生物系専攻の大学生14名を対象に，都市公園での生物の判定や記録を伴わない「ゆるい」生物調査を実施し，その効果を評価するためのアンケート調査を行った．結果として，参加者の環境意識に変化が見られた．特に野生動物に対する忌避感が減少し，野生動物を尊重する意識が高まった．簡易的な方法によって自然環境に意識を向ける動機さえあれば，都市の中であっても，かつ，低関心層であっても，環境意識を変えられる可能性が示唆された．

The recycling of urban green waste generated from urban forests is important in enhancing urban circularity; however, most green waste remains underutilized. An effective way to recycle green waste is composting. Recent studies show the effectiveness of decentralized composting in home and community gardens; however, little is yet known about linkage to commercial urban agriculture, which could play a critical role in urban food supply. This study aims to investigate the community-scale composting system of green waste integrated into commercial farming, using Tokyo as a case study where urban and agricultural land uses are mixed historically. We conducted mailed questionnaire surveys and in-person semi-structured interviews with urban farmers. The results revealed that approximately one-third of professional urban farmers still produced compost from green waste, especially leaf litters, to improve soil quality. They have adapted urbanization by expanding leaf litter sources beyond their own woodlands to various neighboring urban forests within a few kilometers, including parks, schools, and shrines. Although urbanization has drastically changed the tangible landscape, urban farmers have handed down the intangible system for hundreds of years by retrofitting their system. While the system can contribute to reducing green waste and enhancing urban circularity, urban farmers are motivated by economic reasons rather than such environmental reasons. In cities that encompass productive urban landscapes, decentralized composting systems work effectively in commercial urban agriculture due to its geographic proximity of waste supply and demand sites. This study suggests the potential benefits of having urban farms in cities abundant in underutilized organic wastes. Further research is needed on how to scale up waste recycling through urban agriculture to foster urban circularity and sustainability.

本研究は、COVID-19パンデミック蔓延下に、誰が都市緑地を利用し、それが都市住民の健康と幸福にどのように関連したかを明らかにすることを目的とする。東京都在住の成人4,126人の横断データを用いて、二項ロジスティック回帰分析を行った。その結果、都市緑地を利用した人は利用しなかった人に比べ、主観的ウェルビーイングと身体活動量が向上していた。また同時に、利用者の属性によって利用する都市緑地の種類が異なっていたこと、及び都市緑地の種類によって主観的ウェルビーイングと身体活動量との関係の度合いが異なっていたことが分かった。様々な人々が都市緑地にアクセスできるよう、多様な都市緑地が混在する住環境づくりが重要である。

Abstract

Urban agriculture is the key to creating healthy cities and developing resilient urban food systems in uncertain times. However, relevant empirical evidence is limited. This study quantitatively verified the association of access to local food through urban agriculture with subjective well-being, physical activity, and food security concerns of neighborhood communities in the context of the COVID-19 pandemic. The target was Tokyo, Japan, where small-scale local food systems are widespread in walkable neighborhoods. We found that diversity in local food access, ranging from self-cultivation to direct-to-consumer sales, was significantly associated with health and food security variables. In particular, the use of allotment farms was more strongly associated with subjective well-being than the use of urban parks, and it was more strongly associated with the mitigation of food security concerns than the use of food retailers. These findings provide robust evidence for the effectiveness of integrating urban agriculture into walkable neighborhoods.

Tokyo is characterized by scattered productive urban landscapes (PULs), such as farmlands, homestead woodlands, and satoyama woodlands, which could potentially promote residents’ physical activity against the backdrop of an aging society. We evaluated the contribution of five types of activities conducted in such locations to promote physical activity in 80 participants through data from accelerometers and activity diaries. Older participants engaged in the activities frequently and for long hours, as well as spent a high percentage of their total energy expenditure on these activities. In particular, energy expenditure in satoyama woodlands averaged approximately-one-third of the national weekly recommendations for older adults. The activities at the allotments varied widely among participants in terms of frequency, activity hours, and energy expenditure, which is desirable because it allows participants to remain involved even when they are older. The results of the generalized linear mixed models showed that total daily energy expenditure was significantly higher on workdays, ranging from 1.18 to 1.36 times of non-workdays by type of activity. The hourly energy expenditure in PULs was comparable to that in public parks, compensating for the small park area in Tokyo, even though it ranged from the highest at homestead woodlands to the lowest at satoyama woodlands. Local governments that wish to support public health and conservation of urban green spaces could encourage residents to use PULs that remain within urban areas. In aging and shrinking cities, they could gain the same benefits by converting poorly managed land to PULs.

We used publicly available land-cover datasets (1921, 1947, 1976, 1992, 2001, 2006, 2014) to assess land-cover change on Babeldaob Island, Republic of Palau. Land-cover data were organized, classified, and summarized by area and percentage of island cover for forest, mangrove, non-forest vegetation, and non-vegetation. Japanese colonial administration of the island between 1921 and 1947 included industrial mining and agriculture, which reduced total non-mangrove forest cover by 16%. Temporal vegetation cover dynamics from 1947 through 2014 indicate unassisted forest regeneration of 12% with a concomitant decrease in non-forest vegetation including abandoned agriculture, the majority of which happened by 1976. Mangrove cover appears to have remained stable throughout the 93 year study period. Ground-truth observations showed the highest rates of vegetation cover change since 1976 for non-vegetated areas, followed by marsh and swamp forest. The proportion of non-vegetated cover increased at least twofold after WWII, with at least half comprising roads. Contrary to other tropical geographies, we saw forest expansion following completion of a major perimeter road. However, the larger landscape is permeated by dynamic forest edges subject to wildfire and other land-use disturbances.

The coronavirus disease 2019 (COVID-19) pandemic of 2020 drastically changed urban lifestyles. Workers were forced to minimize commuting to their workplaces, older adults were banned from using meeting facilities, and children were prohibited from going to school. The consequent lack of exercise, accumulated stress, and reduced well-being are likely to have become problems, which may be improved by using urban green spaces (UGS). This study clarified the characteristics of users of UGS in Tokyo during the COVID-19 pandemic, focusing on telecommuters, older adults, and families with children. An online questionnaire survey was conducted among Tokyo residents, and 3085 responses were obtained. A binomial logistic regression analysis was conducted with the use and evaluation of UGS as the objective variables. The results showed that older adults and families with children who had been using UGS before the pandemic and telecommuters who newly started using UGS during the pandemic used UGS differently. Older adults and families with children tended to use small parks and appreciated human connections. Telecommuters often used greenways, temples, and shrines, valuing stress-reducing functions. Given that a changing lifestyle brings new UGS users new preferences, urban planners should consider that UGS require change with the time.

Abstract

Modern dietary habits in communities are linked and are part of the global food supply chain. To achieve sustainable food production and consumption, communicating the impact associated with food production and dietary choices at community level to consumers is important. However, previous footprint studies have primarily focussed on food consumption at the national level and neglected community–level consumption activities. This study surveyed the diets of a small island community and linked the results with multi-region land footprint analysis in Ollei Village, Republic of Palau. The analysis was used to determine the extent to which the dietary lifestyles of communities depend on external land use through the global supply chain. We showed that the global food supply chain has reached this corner of the world, and the dietary habits of the community are already heavily dependent on processed and imported foods. The community and country are highly dependent on large land use in some major producer/exporting countries through the global food supply chain. In addition, the amount of external land used for food production exceeds the biocapacity of the agricultural land in the community and country. This study bridges the gap between community–level consumption activities and national-scale footprint analysis, and quantitatively assesses the impact of consumption activities at the community level on the global environment. The results and approach of this study could contribute to the development and implementation of vertically integrated food policies between the national and community level in Palau.

In Japan, the world’s most rapidly aging country, urban farming is attracting attention as an infrastructure for health activities. In Tokyo, urban residents generally participate in two types of farming programs: allotments and experience farms. The availability of regular interaction among participants distinguishes these two programs. We quantitatively examined the difference in changes in self-reported health status between participants in these two types of urban farming. We obtained retrospective cross-sectional data from questionnaire surveys of 783 urban farming participants and 1254 nonparticipants and analyzed the data using ordinal logistic regressions. As a result, compared with nonparticipants, participants in both types of urban farming reported significantly improved self-rated health (SRH) and mental health (MH). After controlling for changes in their physical activity (PA), although participants in allotments did not report significant improvement in SRH and MH, those in experience farms did, suggesting that their health improvement was not only caused by an increase in PA but also by social interaction among participants. From the perspective of health promotion, public support is needed not only for the municipality’s allotments but also for the experience farms operated by the farmers themselves.

<p>本研究では、宇都宮市における大谷石を対象に、地場産材を生み出す産業の変遷と、産出地に近接した地域での地場産材の利用実態との関係を明らかにした。その結果、採石手段が手掘りから機械掘りに変化するに応じて、石材利用も変化したことが明らかになった。つまり、地場産材を利用した建造物・構造物が、地場産材を生み出す産業の変遷という地域の歴史や文化を表出する産業遺産であることが示唆された。今後、地域固有の歴史や文化の継承という目的に立脚し、地場産材を利用した建造物・構造物を保全するには、地場産材の利用実態と産業の関係を読み解く取り組みの検討が望ましいと考えられる。以上の結果をふまえると、地域の歴史や文化を理解する上で欠くことのできない事物を保全するという立場からは、地場産材の利用実態を示す建造物・構造物を産業遺産として等しく検討すべきである。今後、地場産材を利用した建造物・構造物を産業遺産として保全するまちづくりを進めていくには、本研究が提示したような視点をふまえることが重要であろう。</p>

今日の日本社会では、河川敷で行われる不法耕作は否定的に捉えられるのが一般的である。その一方で、不法耕作に対する海外における類似事象というべきゲリラ・ガーデニングについては、その公益性が認知され、肯定的に取り扱われている状況がある。この研究ではまず、中立的な観点にもとづく調査と検討を行うため、不法耕作に対し勝手耕作という術語を与える。この研究の目的は、先行研究によって示唆された、勝手耕作が備える福祉的機能を明らかにすることである。研究は、千葉市を流れる花見川の河川敷における事例を対象とした。その結果、勝手耕作が社会的弱者の生活の質を向上させる福祉的機能を持っていることと、活動の周囲に活動を許容している人が一定数存在していることが明らかになった。こうした事実にもとづいて、この研究ではまとめとして、勝手耕作が日本社会に存在することの意義と、今後その受容のために、都市計画が果たしうる役割を提示した。

The 2020 Olympic Games marathon will be run through the streets of Tokyo on the mornings of August 2nd and 9th, a time of year that is typically hot, sunny, and humid. Few studies have assessed the potential impact of extreme heat along the marathon course to understand the multiple factors (e.g., radiation, wind flow) affecting human thermal comfort (TC) as influenced by urban design and vegetation. The current research establishes a baseline of microclimate conditions and scenarios to estimate the projected TC along the marathon route for spectators. Mobile microclimate data (air and surface temperatures, solar radiation, humidity, wind speed) were collected along the marathon course over 15 periods in the summer of 2016 and aligned with sky view factors (SVF). Human energy budget modeling was applied to provide spatially-explicit heat budget and TC information along the route. Conditions are expected to create the most discomfort along open, sun-exposed locations, with ~50% of the area along the second half of the course resulting in 'Hot' (budget > 200 W m-2) or 'Very hot' (budget > 295 W m-2) conditions. The heat strain index frequently rises above 80% in these locations, with high humidity and low wind flow exacerbating discomfort. Buildings and trees producing a low SVF over roads and sidewalks protect spectators from the morning radiant heat, but such locations should be balanced with wind flow to optimize comfort. The modeling and spatial information can aid in preparing for and mitigating heat stress during the Olympics. Potential solutions can be implemented in collaboration with local organizers and government. This 'research through design' strategy can aid in preparing for and mitigating heat illness during the Olympics. Knowledge gained can be extended to other areas of Tokyo to reduce urban heat, and further provide targeted guidance for effective environmental cooling techniques for human health.

本研究は，人口減少基調にある東京都八王子市を対象に，生産緑地所有者への悉皆的なアンケート調査を通じ，所有者の生産緑地の維持・貸与意向と意向に影響を及ぼすと推察される因子，およびこれら意向の空間的傾向の把握を行い，今後の都市縮小時代における都市農地の維持方策の方向性を考察した．その結果，既往研究で指摘されていた個人属性とは別に，立地属性である地価と周辺農地率が独立して生産緑地の維持意向と正の関係にあることが示された．日本では集約型都市構造が志向されているという点に着目すると，特に都市農地が失われる危険性が高い，地価と周辺農地率がともに低いエリアにおいて，生産緑地の貸借の推進による農地維持が求められることが示された．反対に，都市農家の生産緑地の維持意向が高い傾向にある，地価と周辺農地率がともに高いエリアでは，画一的な居住誘導を進めるだけでなく，都市の構成要素として都市農地を認め，農地と住宅地の共存による良好な住環境の形成を図ることが今後の可能性の一つとして示された．

生物多様性への社会的関心を背景に、都市には企業が生物多様性配慮に取組む緑地が増えている。同時にこのような取り組みを推進していくため、都市緑地の評価・認証システムが4つ開発されている。本研究ではこれらの4つの評価・認証システムを、都市の生物多様性の観点から比較し、各システムの特徴と課題点を明らかにした。この結果、SEGESとABINCの2つのシステムは、緑地空間の量と質(設え方)だけでなく、都市住民への啓発が配慮されていた。一方、他の二つのシステムであるTEAMとJHEPでは、量と質(設え方)のみが考慮されていた。都市緑地には、都市住民が生物多様性の重要性に関する意識を高める役割があるため、評価・認証システムには啓発も考慮することが望ましい。

本研究は都市公園における官民連携事業の公共性と収益性のバランスについて知見を得るため、千葉市の豊砂公園パークマネジメント事業を対象とし、調査研究を行った。当該事業は、千葉市とイオンモール株式会社（以下イオン）との協定により、イオンが豊砂公園の維持管理を行っている。収益施設が存在しない都市公園にもかかわらず、公的投資は行わず、イオンによるイベント収入で維持管理費用を賄っている。調査結果では、イオンは赤字を抱えており、公共性と収益性のバランスが取れているとは言い難い状況である。そのため、今後の官民連携による持続的な運営管理のためには、地元企業の広告宣伝イベントを許可していくなどの改善点が見られた。

In response to the phenomenon of urban shrinkage that affects many Japanese cities, and its various associated social issues, the Japanese Government has implemented compact city policies as a part of urban planning. A compact city is characterized in Japan by dense and proximate urban areas that are linked by public transformation systems, but the feasibility of applying a single compact city model to different regional or local circumstances is susceptible. To understand the actual state of urban shrinkage, this study was aimed at examining spatial emerging patterns of vacant land in residential areas of mid-sized cities called “regional urban centers” in Japan where such patterns are still unknown. The study was conducted using a three-step procedure: a) identifying the overall trends of urban shrinkage in all Japanese regional urban centers and selecting a case study site b) constructing a detailed database of vacant land and five characteristics of the residential areas: age, orderliness, distance from the central area, convenience of public buses, and road width, and c) identifying the relations between the number of vacant lands and the characteristics of the residential areas by using a Poisson regression model. Tottori City, a regional urban center of Chugoku Region, was selected as the case study site. The results show that the convenience of public buses, one of the emphasized factors when the government made a compact city plan, had no relationship with the distribution of vacant land. It might be because Tottori residents highly depend on private cars and are little concerned with public transportations. Instead, a narrow road width appears to be one of the crucial hindrances of residential replacement. A high rate of vacant land then should be regarded not as problematic space but as a resource for reconstruction of residential areas, such as the widening of narrow roads.

本研究では、個人活動と集団活動という農の活動の形態に違いに着目し、高齢者の身体的・精神的・社会的健康の維持に影響を与える農の活動の具体的内容を明らかにすることを目的とする。その結果、以下の結論を得た。(1)農の活動を含め社会活動を数多く行う活動的な高齢者は、一般的な高齢者と比較して健康状態を維持している者の割合が高い。(2)農の活動は、その他の社会活動と比較して、高齢者の身体的・精神的・社会的健康の改善または維持に対して、より大きな効果がある。(3)個人活動型では、主に『運動の習慣化』、『育てて食べる喜び』、『農作業を目的とした外出』といった野菜の栽培を通じた農の活動が、それぞれ身体的・精神的・社会的健康の維持に影響を与えている。一方、集団活動型では、それらに加えて、『栽培技術向上の喜び』や、『仲間と交流する喜び』、『仲間との交流を目的とする外出』といった仲間との交流を通じた農の活動が、それぞれ精神的・社会的健康の維持に影響を与えている。今後、農の活動を通じて高齢者の健康維持を図っていく上では、個人活動のみの促進を行うだけではなく、集団活動を付加することで、より大きな効果が期待できると考えられる。

<p>The study aims to identify the impacts of population decline on the nightscape of Nagasaki City, which has been acknowledged by tourists as one of three major nightscapes in Japan. In particular, the focus was given to hillside residential areas, which frame the landscape of Nagasaki. The study was conducted by following three steps procedure as a) visualizing the present nightscape by using ArcMap and ArcScene, b) developing scenarios on future population decline, and c) visualizing future nightscapes based on the scenarios. The scenarios developed are based on two hypotheses on the future population of Nagasaki as the decline will occur; 1) equally throughout the entire city, and 2) exclusively at the hillside residential areas because of their inconvenience especially for elderly people. The study identifies that the nightscape following the scenario 1 will become deteriorated compared to the present but still may maintain its character, while the scenario 2 will lead the nightscape to lose its identity. It is therefore concluded that taking measures to suppress depopulation of the hillside residential areas are indispensable to maintain the identity of Nagasaki's nightscape.</p>

The study aims to identify the relationship between willingness to pay for environmental protection and tourist satisfaction. The Republic of Palau is selected as a case study, where the national government collects the environmental protection fee of US dollar 30 from all the tourists and the state governments collect the entrance fee of US dollar 10-100 from the tourists who enter protected areas. A questionnaire survey was conducted on Japanese tourists. The study identified that more than 90% of the tourists had affirmative opinions on the payment and wanted to revisit even if they pay around US dollar 50-150. However, more than half of the tourists couldn’t satisfy their payments, as they couldn’t realize their contribution to the environmental protection and/or local society. The satisfaction level of the tourists who leaned the payment system by themselves through magazines or websites was higher than those of the others who were instructed by tour guides or who were not informed by anybody. These results indicate that if the governments improve the transparency of their use of money and notify the tourists of positive effects on local society and/or environmental protection, more tourists could realize their contribution and recognize their responsibility as beneficiaries.

本研究では，観光の振興による経済発展を実現し，先進的な自然保護施策を実施しているパラオ共和国バベルダオブ島に SWAT を適用し，長期の土地利用変化による土砂流出量の変化を推計し，土地資源利用効率の観点から考察した．その結果，年平均土砂流出量は，土地資源の利用形態により，自給自足時代には 2.6 ton ha⁻¹ yr⁻¹ (1921 年)，資源開発時代には 8.1 ton ha⁻¹ yr⁻¹ (1947 年)，自然保護時代では 5.8 ton ha⁻¹ yr⁻¹(2006 年)と推移した．また，土地資源利用効率の指標として一人当たり土砂流出量を算出したところ，自給自足時代には 0.41 ton capita⁻¹ ha⁻¹ yr⁻¹ (1921 年)，資源開発時代では 0.30 ton capita⁻¹ ha⁻¹ yr⁻¹ (1947 年)，自然保護時代では 0.29 ton capita⁻¹ ha⁻¹ yr⁻¹(2006 年)と単調に減少した．さらにこの指標では，観光者による資源利用も明示的に評価可能であり，観光産業の振興が，土地資源利用効率の向上にも寄与していることを示唆している．

近年、都市型集中豪雨に伴う内水氾濫が頻発している。従来の河川整備や下水道整備を中心とした治水計画には限界があり、雨水貯留浸透施設の設置や緑地の保全創出による流域対策を強化する必要性が高まっている。本研究は、流域スケールで都市緑地の有する雨水浸透機能と内水氾濫抑制効果を検証することを目的として、神田川上流域を対象に、緑地現況、緑地減少シナリオ、緑地創出シナリオの３事例を想定し、内外水複合氾濫モデルを用いたシミュレーション解析を行った。その結果、民有地の緑地を減少させたシナリオでは、約0.8倍の雨水浸透量の減少、1.2倍の浸水域の増大がみられ、民有地と公有地の双方の緑地を創出させたシナリオでは、約1.3倍の雨水浸透量の増加、0.7倍の浸水域の縮小がみられた。本研究により、都市緑地の保全創出は、雨水浸透機能の増大と内水氾濫の抑制に効果的であることを定量的に示すことができた。また、公有地の緑地だけでなく、民有地の緑地の保全創出が、流域対策上重要な役割を果たすことが明らかとなった。

The purpose of this research is to identify the history of natural conservation related to tourism development in the Republic of Palau through literature review and interview survey and to investigate the effectiveness of the current natural conservation polices at two case study sites. The results show that the primitive natural conservation had focused on sustainable use of natural resources by local communities, and it has then turned into wildlife conservation because of the many environmental issues, for example, the severe coral bleaching event, the soil erosion problem caused by new developments, and the environmental degradation by tourist activities. Currently, the unique natural conservation policies are in effect such as Protected Area Network, Micronesia Challenge Endowment Fund, and Green Fee. The national government carries out those policies by means of attracting tourists, who pay the Green Fee, and gathering attention from international society, which donates Micronesia Challenge Endowment Fund. The national government distributes those funds to local communities, which manage their natural resources sustainably as the Protected Area Network sites. The funds are used not only for the conservation objective itself, but also for the purpose of the small community developments such as starting nature tourism projects. The result of this study would be useful for discussing the direction of nature tourism development in Japan.

The Republic of Palau has a unique culture of medicinal herbs use. In particular, in the first birth ceremony, they care mother's body with various kinds of herbs and celebrate the first birth with family and community. This study clarifies the kinds of medicinal herbs for the ceremony and determines important landscape elements for collecting the medicinal herbs by a behavior survey using a GPS in a village. The following points are clarified. In the ceremony, 24 kinds of herbs were used. Among those, 11 herbs were collected in the agroforestry inside of the village and 13 herbs were from the surrounding environments such as grasslands and limestone forests. Given the recent conversion of grasslands to urban settlements, it is essential to conserve various landscape elements in total as well as preserve the knowledge of herbs in order to inherit the cultural activities. The behavior survey using the GPS would be an effective method to show the places visually, which has important cultural meaning like the medicinal herbs use in the ritual.

本研究では、南洋群島の旧日本委任統治領、パラオ共和国バベルダオブ島の3つの流域で行われた農地開拓とボーキサイト採掘を事例に、開拓の実態と現代への影響を分析した。農地開拓では、島内に4つの指定開拓村が設置され、1940年には合計1671人が2255町歩の土地に暮らし、主にパイナップルやキャッサバが栽培された。一方で、日本人が撤退した後65年を経た現代においても、当時の森林伐採と土地収奪的な営農による植生への影響、および、移入種Falcataria moluccanaによる固有種への影響が見られる。ボーキサイト採掘地は、島内2カ所に合計106ha設置され、島の一大産業であった。開拓面積は小さいものの、表土を剥がしとったために、採掘当時は多量の土砂が流出し、湿地と沿岸域に堆積した。また、パラオ人集落でも、土砂の埋立てと集落移転、インフラ設備の再利用、産業遺産の観光化など、少なからず日本の影響が見られる。開拓はいずれも水系を軸として流域を単位に進められており、開拓の影響は沿岸の生態系やパラオ人集落など、流域内の自然や社会に対して広域、かつ長期にわたる影響を与えている。

This study aims to clarify the relations between trees-and plants-use and the ritual space structure in the tropical agroforestry. We gathered some information on traditional ceremony related to first-birth and death, recorded all plants species in certain plats around ritual spaces, and drew down the space structure. As a result, we found that kitchen garden around the house works as a place for both first-birth and funeral events and that a lot of trees and plants for the rituals can be intensively seen around the stone platform. That means Palauan agroforestry have a multi-function including cultural and spiritual meanings. However, the places where these ritual events are held have been changing from time to time. Though the first-birth ceremony is still held near houses, burial place is now chosen from various alternatives, such as tomb near the house, in the forest or public cemetery on hill top. Space structure also differs from place to place. That implies that traditional space structure -united relationship among daily-life, new born, and death ceremony- has collapsed.

本研究は、ミクロネシア島嶼パラオ共和国の集落の文化的景観の実証的な解明を目的として、バベルダオブ島の伝統的集落であるアイライ集落を事例に研究を行った。その結果、以下の三点が明らかとなった。第一に、Mekesokes、Chereomel、Mesei、Sersなどのアグロフォレストリーが、住戸や歴史的構造物のある集落中心部を取り囲み、その周囲に、湿地林、高地林、マングローブ林、石灰岩林などの人為的介入度の低い森が微地形に沿って展開している。第二に、アグロフォレストリーは、園芸・農耕・育林などの植物栽培を通した人々の自然への積極的な働きかけによって維持され、かつ、周辺環境の自然資源も植物採集や漁労や狩猟を通して広く利用されている。第三に、バベルダオブ島における伝統的集落の文化的景観とは、微地形に即した土地利用、およびそこでの人々の生活・生業の結果導かれる微細な景観ユニットの集合体として成立している。これらの景観ユニットは、島独自の自然環境、およびそれと密接に結びついた人々の暮らしや文化を含め、長期的視野で景観をマネジメントしていく上での、計画原単位として有効なものであると考えられる。

本研究は、パラオ共和国バベルダオブ島を対象として、「構造」、「機能」、「変化」の三つの視点から、流域内を基盤とした集落の持続的土地利用について分析と考察を行った。その結果、第一に、「変化」の視点では、1920年代と2006年の集落分布の比較から、現存集落は37、消失集落は28、新規集落は8つあり、少なくとも約一世紀に渡り存続する集落を抽出することができた。第二に、「構造」の視点では、集落の立地環境は、谷型で川とマングローブ林の双方に近接し、海域と陸域双方への近接性が高いものが最も多く、かつ、このタイプでは、小流域の空間単位が、集落の領域の形成や分布に影響を及ぼしていることがわかった。第三に、「機能」の視点からは、集落周辺での細かな環境の変化を反映したモザイク状の土地利用の水平的分布、およびアグロフォレスト内の階層的で安定した土地利用形態が見られ、それらが、土地利用の持続性を支える重要な要因であると考察できた。

横浜における居留地文化が花開いた幕末明治期の景観について、外国人遊歩道を中心に「横浜写真」・「横浜絵葉書」を用いて分析を行ない、以下の３つの結論を得た。第一に、外国人遊歩道沿いの空間では、10種の景観構造が見られた。それらは、地理的特徴により川と街並を臨む「川辺の景観」、岬と海を臨む「海辺の景観」、崖の上から見晴らし、下からは見上げる「崖線の景観」、谷戸を見通す「谷戸の景観」、丘の上の広がりを臨む「丘の景観」の5つに分けられた。第二に、それら全ての景観構造において、崖線という地形的要素が、景観の空間的構造や視覚的構造を大きく規定していることがわかった。そして、崖線の上下の空間や、崖線が川や海と接する空間において、社寺等の名所が存在し、また、居留地時代には、多くの公園や射撃場等の屋外施設がつくられた。第三に、外国人遊歩道では、景観が崖線や水辺を転換点として変化しており、単に余暇を過ごす場や社交の場などの文化的施設が連なるだけでなく、景観がダイナミックに展開する豊かなパークウェイであることがわかった。

一般に地形が急峻で年間降雨量の多い太平洋島嶼国において，人間活動による過剰な土地資源の利用は，陸域における土壌侵食および海域への土砂および栄養塩類の流出を加速させ，物質循環や生態系の持続性を低下させる．本発表では，筆者らが提案した土地資源利用効率を検証として，各時期における流域ごとの人口密度と土砂流出量を比較することを目的とする．研究対象はパラオ共和国バベルダオブ島で過去の人口データが利用可能な4流域群(Zone)とした．土地資源利用形態が自給自足（1921年），資源開発（1947年），自然保護（2006年）と異なる3時期における各流域群からの土砂流出量をSoil and Water Assessment Tool (SWAT)を用いて推計した．計算期間は2001年から2010年までの10年間とし，10年間の助走期間を設けた．推計した各流域群の土砂流出量を人口密度と比較した．各流域群における人口密度と土砂流出量の関係の近似曲線を比較すると，人口密度の増加に対して，1921年は土砂流出量が増加するものの，1947年はほぼ横ばい(微増)，2006年は減少，とそれぞれ増減の傾向が異なった．自給自足の生活では，人口増加による食糧需要の増大が土地開発に直結し，土砂流出量の増大を引き起こした．ただし，1921年のプロットは人口密度50人/km²以下の範囲に密集しており，自給自足ではそれ以上の人口増加が生じなかったと推測される．一方，戦前・戦中に進められた資源開発では，パイナップルやキャッサバ，野菜類等の商品作物やボーキサイトの生産が拡大したが，これらは主に海外輸出向けの生産であり，その流域群に住む人口ではなく，利用可能な資源量に依存していたため，約8ton/haでほぼ一定であったと考えられる．最後に，自然保護の進められている2006年には生産のために土地資源を利用しておらず，住民の食糧はその大半を海外からの輸入に依存している．その際，食糧生産のための土地利用を考慮せず，広くて平らな住みやすい条件に人口が密集しやすいため，近似曲線が右下がりとなったと推察される．

本報告では島嶼部の持続可能性を考慮する上で重要な要素である観光に関して，気候変動が観光に与える影響を考察した．気候変化の影響を考慮するに当たり，まず，気象条件が観光に与える影響を考える．気象条件が観光に及ぼす影響としては，(1)極端な事象により観光旅行自体が中止となる，(2)観光目的地への旅行は可能であるが悪天候であるために，各種アクティビティ（各種スポーツや，散策など）が中止となる，(3)各種アクティビティは実行されるものの曇天や雨天によりその満足度が低下する，という3点が考えられる．気候変化を考えた場合，極端現象の増減，一定以上の降水日数の増減，晴天日の増減がこれらに対応する．これらのうち前者の2つは旅行もしくはアクティビティの中止という損失が明確であるが，3点目に関しては満足度に負の効果があることは想像できるものの，それがどの程度の効果を持つかということは明らかではない． これらの効果について定量的に評価するために，沖縄県八重山地方を対象とした解析を行う．満足度に関しては沖縄県によって行われた観光統計実態調査のデータを利用した．解析の結果滞在期間の天候のよさと満足度の関係には正の関係があることがわかった．また，天候を含めた様々な要素と旅行全体の満足度の関係に関しては，全体の満足度に関連が強い項目として「スポーツ」「海の美しさ」「森の美しさ」が挙げられたが，天候の満足度はこれらの要素との関係が強いことから，天候が上述の各満足度に影響を与え，その結果として全体の満足度に影響を与えているであることが推察された．これら踏まえ，気候変動が日々の天気のよさに与える影響を予測した．本研究では天気のよさとして，降水量が0.5mm以上の日数，雲量が9以上となる日数を考えた．本研究では文部科学省リスク情報創生プログラムのもとで作成された，地球温暖化施策決定に資する気候再現・予測実験データベース(d4PDF) を利用し，現在と将来の変化を予測した．解析の結果，冬季における満足度の上昇と，初夏における低下が示唆された．
